LIBERIA USAID GEMS PROJECT
Budget Expert
July 2015 – August 2015
IBI International seeks a Budget Expert for a short-term assignment (6-weeks) for a USAID program in Liberia, West Africa.
Background: IBI International is implementing the USAID-funded Governance and Economic Management Support Program (GEMS), a five-year technical assistance program to improve performance through strengthening public sector capacity in Liberia. USAID-GEMS in its final two years of the project is intensifying effort to achieve objectives in financial management, while ensuring all project activities are integrated and aligned with the current and emerging GOL priorities. In that regard, there is a current effort to provide support to the central management agencies responsible for financial management and USAID-GEMS therefore wants to field a short-term position of Budget Expert to be based in the Department of Budget and Development Planning within Ministry of Finance and Development Planning (MFDP).
Responsibilities:
The Budget Expert will report to USAID-GEMS Deputy Chief of Party-Technical (DCOP-T) and will be responsible for the following tasks:
• Develop a comprehensive in-service training and skills development scheme that will support the advancement of permanent staff (including Budget Analysts) within the Department of Budget and Development Planning (MFDP), Sector Ministries and Agencies, and County Offices in applying the Medium Term Expenditure Framework (MTEF) Principles.
• Provide workshop training to key staff within the Budget Department of MFDP, and within MACs on MTEF Principles and Processes (covering concept, strategy, and effective use of the GOL Chart of Accounts and implementation issues).
• Carry out diagnostic review of the budget preparation process within Government and make necessary recommendations for improvements to the overall planning and budget preparation processes at both MFDP and MAC levels, and also provide a framework for application at County levels.
• Provide guidance to at least two MACs in disaggregating the budgets of specified functions to support the fiscal de-concentration and programme budgeting.
• Review the Budget Documentation submitted to the Legislature to ensure compliance with the PFM Law and that it meets international standards.
Period of Performance and Level of Effort:
The estimated level of effort for this assignment is 36 work days (excluding travel days), starting July 2015.
Location:Monrovia, Liberia
Required Qualifications:
• A Bachelor’s Degree and an advanced degree (MA/MBA level or above) in economics, statistics, accounting,business, or financial management, and professional-level experience in governmental financial management.
• A minimum of 15 years of professional experience in public financial management, at least 10 of which in senior management or consulting positions with increasing responsibility and authority.
• Proven experience in MTEF budget planning and formulation at both Ministry of Finance and Sector Levels.
• Sound knowledge and previous proven experience in the training and development of government officials in developing countries, preferably in post-conflict countries in Africa
• Extensive experience managing stakeholder relationships in developing countries at senior levels of government and with international donors.
• Candidates will possess excellent oral and written communication skills, as well as the ability to effectively network with stakeholders, handle multiple tasks, meet deadlines, and track and report on progress.
• Fluency in English and the ability to use standard technology packages, e.g., Word, PowerPoint, and Excel is required.
