Background
Post 15 December 2013 crisis, UNICEF as the Nutrition Cluster lead, played a leading role in supporting South Sudan to implement and scale-up services to efficiently manage acute malnutrition. UNICEF provides technical support and capacity building, both directly to Ministries of Health (MoHs) and through Non-Governmental Organizations (NGOs). After the crisis, there was increase in the number of Children with acute malnutrition and estimates revealed that nearly one million children under five years old in South Sudan will require treatment for acute malnutrition in 2014. SUN (Scaling Up nutrition Plan for CMAM involving Social Mobilization Network of MoH has taken as a need to expedite efforts to reach children with SAM in non-conflict affected, high burden states. It is a community-based model with the Mass Screening campaign envisaged to identify and refer malnourished children for treatment and follow-up hence minimize defaulters from the programme. Mass screening campaign complements Social and behavior change approaches such as advocacy with political leaders, social and community mobilization through sensitization of community and religious leaders, mass media, IEC and visibility materials.
Main components of SUN SM net plan are i) Community mobilization for mass screening and referrals through social mobilization network ii) Expansion and Strengthening of Out-patient Therapeutic Programme (OTP) Services, targeted supplementary feeding program (TSFP) and capacities of health workers (CHDs and NGOs) managing the PHCC and PHCU as well as set up of need based Mobile OTPs Services for Hard-to reach areas including linkages with TSFP and iii) Appropriate counseling on IYCF, child care and WASH.
Three States were proposed to roll out SUN SM Net CMAM project i) Central Equatoria/Juba (first phase), ii) NBEG (5 counties) and iii) Warrap (6 counties) in second phase to reach an estimated 607,903 U5 children and identify and manage 52,263 children with acute malnutrition by December 2015.
Results from Northern Bahr El Garzel, one of the high burden states in South Sudan, found that out of the total admission in January and February 2015 in the country, 20% were from NBeG state which was a result of the Social Mobilization activities that has been on-going from December up to date. The social mobilization activity was able to identify early the SAM and MAM cases for treatment.
Purpose
The purpose of the post is to provide technical support for the scale up of Nutrition programme through social mobilization within the CMAM project. The Mass Screening Campaigns by Social Mobilizers will be the main intervention facilitated by staff in coordination with Communication for Development. Besides this, it will provide appropriate linkages with other services such as (OTP/TSFP) and counseling on IYCF and WASH.
Tasks for the Consultancy
Staff would be the Nutrition Focal point for this joint initiative with C4D for carrying out following tasks.
A.Technical Co-ordination
· Map out the CMAM services availability in Warrap State by counties in order to identify gaps.
· Provide sound CMAM & IYCF technical support to Social Mobilizers network adhering to South Sudan National Nutrition Guidelines.
· Set up a bi-weekly Nutrition Cluster coordination meeting at the State level
· Weekly coordination meetings with State Ministry of Health, WFP, County Health Department, local NGO and INGO; documentation of minutes, follow-up actions and tracking reports on follow-up actions are shared
· Document all processes and outputs of capacity building, coordination and management of activities to ensure experiences and lessons are well documented for future reference
B.Program Planning and implementation-Nutrition services
· Develop 8 month’s work plan on the social mobilization implementation for the 2 States
· Have a micro-plans for movement and roll out plan per payams for SM network for further roll out of mass screening for each county in Warrap State.
· Conduct assessment of OTP and Stabilization centers sites including coordination of assessment with WFP for TFSP sites
· Develop and implement a capacity building plan on the CMAM component, with special focus to mobile outreach for identified health facility/OTP staff.
· Establish optimum network of service delivery points (health facilities as OTP sites with supplies and trained and skilled staff) service network before initiating the mass screening campaign.
· Ensure regular provision of nutrition supplies at all identified health facilities/OTP sites and health education materials,
· Undertake monthly field visits to ensure proper functioning of the services and strengthen linkages between OTP sites; TFSP sites and social mobilization teams.
C.Capacity-building
· Formalize training curriculum, aids including notes/hand-outs and tools and community engagement materials
· Conduct training and refresher trainings of social mobilizers for 5 days including OTP/TSFP linkages for referrals
· Build the capacity of the SM network by conducting awareness creation sessions with community leader/members and engaging the SMOH and local authorities in this exercise.
D.BCC (with C4D as Nutrition Focal point)
· Facilitate development of Mass Screening Campaign Action plan in coordination with C4D for mobilizing communities with linkages IYCF for sustainable and optimal IYCF practices in the community.
· Ensure integration of key messages on Health and WASH programmes in the State.
E. Supportive Supervision & Monitoring and Knowledge Management
· Ensure all partners are using the harmonized reporting tools across states on referrals and tracking defaulters
· Work out a plan for Data Management, frequency, data flow in consultation with Nutrition Information Management focal point, C4D, SMOH, CHD and Prepare a plan for data entry and analysis and periodic reporting with C4D, SMOH and CHD.
· Facilitate training of data entry teams with support from Nutrition Information Management focal point.
· Facilitate trainings of SM supervisors to review the tally sheet, quality of data and guide social mobilizers on the errors
· Prepare Field monitoring and supervision plan for mass screening.

· Mass screening plan for Warrap initiated, documented and shared on weekly basis.
· Minutes of bi-weekly State Nutrition meeting written and shared with all.
· Monthly progress report submitted at the end of every month of the Consultancy.
Qualifications and experience
• Graduate degree in MSc Nutrition Or MPH;
· At least 8-10 years' experience in nutrition programming for both emergency /development work;
· Good Social Behavior Change Communication experience
· Extensive experience in IYCF and CMAM programme, particularly experience in integrated CMAM programming
· Experience building staff and partner capacity, particularly government partners in service delivery
· Sound orientation of external environment specifically the government processes;
· Experience of working in partnerships with local NGOs/CBOs and Satisfactory organizational skills.
· Effective networking skills and ability to coordinate with different stakeholders;
· Proactive, participatory and result oriented approach to work;
· Ability to relate to and motivate local staff effectively
· Ability to work in hardship conditions and in conflict-prone areas; ability to be flexible
· Excellent oral and written communication; good computer skills, strong writing skills (in English)
