Director of Operations

The purpose of this role is to lead ,manage and develop a team of functional experts, including finance ,administration & logistics, ICT ,security, internal control,Sponsorship,legal and risk management ,to support the delivery of quality and integrated programming in line with the organizational standards ,frameworks and procedures. The incumbent will act as deputy to the Country Director to lead and manage the operational support and sponsorship function.
****Job Responsibilities:****
Team development and people management, strategic planning, reporting and support to programmes delivery, Compliance and management of risks, managing the sponsorship function and procedures, process and applications support.
****Dimensions of the role:****
  • The DOO is a member of the Country Management Team along with other country managers and is expected to contribute to Plan’s understanding and strategic direction in the country .He or she deputises for CD as required and if needed in relation to external stakeholders;
  • The DOO directly line manages the Finance Manager, Administration and Logistics Manager, IT Manager, and Country Sponsorship Manager. S/he overseas security and legal and risk management. Finance and ICT functions have secondary reporting lines to Regional Managers of these functions.
  • The DOO reports regularly to the CD on the management of all risks associated with programme delivery including budget, people management, legal compliance, security and disaster preparedness related to operation functions.
  • The DOO provides technical oversight and support to Program Units (PU) in managing risks and remaining compliant in delivery of cost-effective programmes.
  • The DOO oversees the preparation, consolidation and analysis of collated country and Pus budgets for submission to the regional office.
  • The DOO oversees the management of an annual operation support budget at CO and Pus to ensure overall operational efficiency.
  • Upon delegation of the Country Director, the DOO may approve all commitments, contracts, grants, leases, disbursements and transfers to third parties up to USD 100,000.
****Qualifications and Experience:****
  • A Master’s Degree in Business Administration, Finance, Logistics & Procurement and any other related field plus professional membership to professional bodies.
  • At least 7 years relevant working experience in an international organization.
  • Experience in supervising and coordinating middle management level staff across different business services teams and departments is required.
  • Must have knowledge of Financial Management, Procurement, Logistics, Finance, Risk Management, Administration and ICT.
  • Experience in People/Change management and specifically in non-for-profit sector is essential.
  • Knowledge of Tanzania’s business /working environment and/or international NGO’s working context would be an added advantage
  • Ability to get up to speed rapidly, respond to requests at short notice and plan and multi-task.
  • Ability to manage effectively under pressure, to work as part of a team or independently, and meet deadlines consistently.
  • Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
  • Excellent written and spoken English.

The above positions carry attractive remuneration as per Plan Tanzania salary structure and incentive package.
