Ebola Outbreak in Sierra Leone and GOAL’s Response to Date in Port Loko
As of April 2015, over 11,974 cases and 3,799 deaths were reported in Sierra Leone as a result of the current Ebola outbreak. In Port Loko District, GOAL operates an Ebola Treatment Facility with 100 bed capacity: Currently there has been a decline in new cases and the Ebola Treatment Centre (ETC) is operating at a reduced staff capacity of 50 beds due to a reduced patient load. It is envisaged that the Port Loko facility will be converted to a “Core ETC” with 30 beds under national planning guidance due to its strategic location, laboratory facility, and integrated efforts with the national response bodies. GOAL supports case identification and surveillance monitoring in Port Loko District in conjunction with the District Health Management Team (DHMT), the District Ebola Response Centre (DERC) and other partners.
The overall objective of GOAL’s Ebola response programme is to reduce transmission of Ebola reaching the target of zero cases.
This is a 4 month contract and the WASH Officer will report to the WASH Coordinator.
Key Duties and Responsibilities:
· Support the WASH Manager on activities including:
· Oversee the correct disinfection of scrubs and PPE
· Lead on procurement of WASH equipment
· Provide hands-on and in-facility (full PPE required) leadership on ensuring correct infection control resources, training and monitoring measures are in place for WASH staff working in the ETC
· Train hygienists on hygiene protocols (including use of appropriate personal protection equipment, chlorination; correct use of various chlorine concentrations based on different activities within the ETC; buddy system, etc.
· Regularly carry out bio-hazard checklists/inspections
· Assist and advise the WASH Manager on the requirements for the adequate and safe management of water, sanitation and waste management infrastructure;
· Ensure safe chlorination of water for disinfection
· Support on HR and admin – rotas,
· Seek to develop the capacity of team members, community workers and volunteers;
· Other ad hoc duties as requested
Person Specifications (Essential):
· University qualification in relevant engineering or public/environmental health degree
· Direct experience on water quality testing and associated water treatment measures
· Two years of work experience in managing infrastructure of a public health facility including waste management
· Project management experience and experience in managing small teams
· Practical construction skills
· Strong analytical and strategic planning skills
· Excellent communication and interpersonal skills
· Commitment to beneficiary accountability and humanitarian ethics.
Person Specifications (Desirable):
· One year experience of working with NGOs on water, sanitation and hygiene promotion projects
· Experience/knowledge on epidemiology related to Ebola
