Design Monitoring Evaluation Consultant

TERMS OF REFERENCE
Position Title: Design Monitoring Evaluation Consultant
Organization: Nonviolent Peaceforce South Sudan
Location: Various field locations in South Sudan
Overview
Nonviolent Peaceforce is seeking a Design Monitoring and Evaluation Consultant to support in the development of internal DME systems and tools to improve our ability to design high quality, needs-based, evaluable protection and conflict mitigation programs; keep us accountable to ourselves, our beneficiaries, and our donors; promote internal learning; and support evidence-based evaluation that allows us to demonstrate the impact of our work.
Background
Nonviolent Peaceforce (NP) is a dynamic international, non-governmental organization that works to promote, develop and implement unarmed civilian peacekeeping as a tool for reducing violence and protecting civilians in situations of violent conflict and its aftermath through the deployment of multinational teams of civilian peacekeepers. NP has been operating in South Sudan since 2009, and now maintains 11 field teams throughout the country, which conduct civilian protection programming focused on protection in displacement, child protection, gender-based violence protection, and intercommunal violence reduction.
Scope of Work
The consultant will be expected to:
· Facilitate initial consultations with Nonviolent Peaceforce staff, including the Senior Management Team, Program Development Department, Area Program Coordinators, Technical Advisors, and Protection Officers.
· Review existing contexts, donor reporting requirements, program design, implementation modalities, project management tools and systems, and internal DME guidelines.
· Develop specialized DME systems and tools through a participatory approach to ensure buy-in from staff and organizational familiarization with DMEI concepts and practices.
· Advise management staff on rollout of systems and tools and implementation plan.
· Provide guidance and training to field and management staff on utilizing and sustaining DME systems and tools.
Level of Effort
Level of effort is estimated as follows:
· 2 person days consultations in Juba
· 10 person days field site visits
· 8 person days development of tools and systems
· 2 person days workshops in Juba
Nonviolent Peaceforce expects a total Level of Effort of 22 days. The consultant is permitted to work 7 days per week, while being cognizant that most field teams work 5-6 days per week.

· DME Handbook detailing systems and standards
· Data Collection Tools
Deadlines
The consultant will be expected to start working by May 15, 2015 and complete all responsibilities outlined in the Scope of Work and deliverables by June 30, 2015.
Logistics Support
Nonviolent Peaceforce will facilitate all visa requirements, transport to South Sudan and to various field sites, accommodations, and communications equipment in country. Nonviolent Peaceforce will support the consultant to coordinate with the field teams and to access the necessary documentation to conduct a full review as described above.
Qualifications
  • Demonstrated experience in design, monitoring, and evaluation methodologies and developing DME systems in dynamic conflict environments
  • Knowledge of logical framework and results framework planning and evaluation methodologies, and the ability to coach and train others in their use
  • Strong commitment to values in data-based decision making, transparency, community engagement, methodological rigor, and program learning
  • Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/post-tests.
  • Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring, and evaluation
  • Excellent interpersonal and intercultural skills and high standards of integrity, professionalism, and non-partisanship
  • Experience working internationally in challenging and isolated field sites in conflict environments
  • Detail-oriented and highly organized, with a proactive approach
  • Excellent ability to communicate in English, both verbally and in writing
  • Ability to travel within South Sudan
  • Master’s Degree in a related area required
Budget
Day rate should not exceed $350 USD per day. Nonviolent Peaceforce will cover all logistics costs directly.
