WATER RESOURCES MANAGEMENT SPECIALIST
TERMS OF REFERENCE
Introduction
Funded by the U.S. Agency for International Development (USAID), the West Africa Water Supply, Sanitation and Hygiene (WA-WASH) Program covers Burkina Faso, Ghana and Niger and operates in the areas of drinking water supply, sanitation, hygiene, food security and climate change. The program is implemented by a consortium of international and local partners under the leadership of Florida International University (FIU).
In 2014, the Program organized two study-tours on water management in Florida. Twelve participants from Burkina Faso and 10 participants from Ghana took part in these trainings in the United States. From February 24 to March 5, 2014, representatives from Burkina Faso’s five water agencies and Ministry of Water traveled to Florida to attend lectures at Florida International University and learn from the U.S experience in water management from institutions such as South Florida Water Management District, Miami Dade Water and Sewage Department and the Florida Department of Environmental protection. In September 2014, staff members from Ghana Community Water and Sanitation Agency (CWSA) experienced the same training.
Upon their return to their home countries, both groups identified water quality as an issue that requires further attention. Hence, the USAID WA-WASH Program will provide additional training in water quality management to support the water agencies in Burkina Faso and Ghana in their efforts to develop or improve their water quality management plans. The training workshop is tentatively planned from May 18 to 21, 2015 in Ouagadougou, Burkina Faso.
Therefore, USAID WA-WASH is seeking an international expert on water resources management to develop training content, lead a training workshop and share his or her experience with water managers and technicians from Burkina Faso and Ghana.
1. Objectives of assignment
The main goal of this training is to build the capacity of water agencies and other government agencies in Burkina Faso and Ghana in the area of water quality management. The work of the trainer will consist of providing a framework to help participants design or improve their own water quality management plans. The trainer will also help participants develop strategies to address local problems such as invasive plants and heavy metal contamination. The secondary objective of this workshop is to foster collaboration and experience sharing between Ghanaian and Burkinabe institutions.
2. Scope of work
The consultant will be responsible for the following tasks:
- Develop training materials intended to strengthen participants’ knowledge in water quality management
- Provide frameworks or guidelines to help participants design or improve their own water quality management plan
- Provide examples of successful approaches to water quality management focusing on replicable models.
The USAID WA-WASH Program will be responsible for handling all logistical and financial aspects related to the organization of the workshop.
3. Competences and experience
The trainer should meet the following criteria:
- At least a Master’s degree in water resources management or related field
- At least 10 years of relevant professional experience in water sector project design and management
- Demonstrated ability to lead workshops
- Some international work experience, preferably in sub-Saharan Africa
- Fluency in French or English.
4. Compensation
A daily rate based on the consultant’s salary history will be agreed to with USAID WA-WASH. Compensation will be made on a daily rate basis. A daily per diem rate will be paid and travel costs will be reimbursed on an actual cost basis (with receipts).
5. Deliverables
The following deliverables are required:
- All training materials. This deliverable is due within ten working days after the consultancy contract is signed. If translation of materials is required, the master version is due a week before the start of the workshop.
- Final training report. This deliverable is due five working days after the end of the workshop. This document shall be in English.
6. Budget and payment schedule
Payments will be made upon presentation of an invoice and based on the submission of key deliverables.
7. Training schedule
This consultancy is expected to take approximately 17 working days, of which 10 for the preparation of training materials; 2 for travel to and from West Africa; and 5 to conduct the training workshops and for travel within West Africa. The training is scheduled to take place May 18-21, 2015 in Ouagadougou, Burkina Faso.

- Completed, signed biographical data form (AID-1420) with paystub or contract supporting highest daily rate.
