Monitoring, Evaluation, Accountability & Learning (MEAL) Specialist

Reporting to the Fund Management Specialist, the Monitoring, Evaluation, Accountability & Learning (MEAL) Specialist will work very closely with the National Health Programmes to ensure accomplishment of programme M&E objectives and results as agreed with the donors, while meeting expected technical quality standards. The incumbent is also tasked with supporting the Directorate of Health Systems, Policy, Planning and Information (DHSPPI) with planning of Monitoring, Evaluation and learning activities and assisting in compiling reports to the donors and senior leadership within MOHS. The MEAL Specialist ensures that results are commensurate with the funds spent in each programme and engage National Health Programmes to develop and implement corrective actions. In addition, the MEAL Specialist will ensure that lessons learned from programme implementation are used to inform annual and other planning efforts.
****Duties and Responsibilities:****
  • Support National Health Programmes develop results frameworks and to align donor-mandated M&E plans, frameworks and tools with the national M & E system;
  • Provide M&E technical support and guidance to all donor-funded project staff and sub-recipients (DHMTs) ensuring alignment and use of standardized tools;
  • Work with M&E staff from various National Health Programmes to develop Performance Frameworks striking the right balance between ambitious targets and the likelihood of achieving them.
  • Ensure that National Health Programmes reporting is aligned to the Health Information System, working with the relevant Directorates (In particular DHSPPI) to ensure that these systems are up to date and can generate up to date status reports for submission to MOHS leadership and to the donors.
  • Conduct joint monitoring visits with the National Health Programme staff to provide technical support at the project implementation level;
  • Work closely with the DHSPPI to review, revise and/or design tools and templates to collect and collate National Programme data to inform report writing.
  • Produce high quality first drafts of reports and ensure timely submission to the MOHS leadership and donors;
  • Ensure that data quality assessment strategies are implemented on all donor-funded projects to improve reliability of data submitted to MOHS leadership and the donors;
  • Ensure that supportive supervision is implemented and that National Health Programmes follow up on recommended actions following field visits;
  • Encourage the use of innovative solutions including ICT to improve both quality and timeliness of data submitted;
  • Contribute to the overall health service delivery strategy development and implementation within MOHS.
  • In coordination with Directorate of Health Systems, Policy, Planning and Information, arrange external audits to ensure that a complete set of external audit reports is completed from all donor-funded projects as per audit arrangements and guidelines agreed with the donors.
  • Assist the Fund Management Specialist/Team Lead in formulating official responses to all MEAL-related donor questions/queries, including questions and queries from MOHS top leadership.
  • Support the implementation of the capacity development plan to ensure eventual transition of IHPAU functions to the MOHS structures.
Minimum Education and Experience:
  • A Master’s degree in statistics or public health or related areas;
  • A minimum of 8 years of experience in M&E within the public health sector;
  • Minimum of three-year’ experience in major research studies, including data collection and/or capacity strengthening in these areas;
  • Supervisory responsibilities;
  • Experience developing M&E plans and Results Frameworks;
  • Monitoring and Evaluation experience from working on any of the listed Sierra Leone donors (the Global Fund, UK Aid, EU, GAVI Alliance, UN Agencies etc.);
  • Significant field level experience working with other partners;
  • Knowledge of the Sierra Leone public health system and context;
  • Excellent organization, planning and analytical skills;
  • Ability to work to meet deadlines in multiple tasking environments;
  • Attention to quality of programming;
  • Highly organized and detail oriented;
  • Ability to work in and promote a team environment/concept;
  • Ability to implement new systems and affect staff behavioral/ attitudinal change;
  • Capacity building skills with a passion for knowledge transfer.
  • Excellent supervisory skills (coaching, mentoring and motivating staff)
  • Strong computer skills (Excel, Word);
  • Excellent knowledge of Results Based Management;
  • Ability to write high quality donor reports.
  • Fluency in English with good verbal and written skills.
