The incumbent may be re-assigned to different activities and/or duty stations depending on the evolving needs of the Organization. Organizational Setting The Regional Office for RNE is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RNE also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RNE develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region. The post is located in Cairo, Egypt. Reporting Lines The Natural Resources Officer reports to Deputy Regional Representative/Subregional Coordinator, RNE under the functional guidance of the Climate, Energy and Tenure Division (NRC).
Technical Focus
Planning and implementation of climate change activities and coordinate as well as collaborate with RNE Officers to provide necessary support to member countries of NENA region for integrated planning, implementation, M&E and reporting of climate change, sustainability and energy & environment activities.
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO Strategic Objectives.
Key Functions
  • Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
  • Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
  • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
  • Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
  • Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
  • Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
  • Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
  • Provides appropriate technical inputs on the implementation of Local Adaptation Plan for Actions for member countries of the NENA region and strengthens local and regional mechanisms for planning, implementation and promotion of adaptation/mitigation actions;
  • Liaises with the United Nations Framework Convention on Climate Change (UNFCCC or FCCC) on issues related to activated carbon production, trade, prices and end user markets, and addresses adaptation and mitigation implication for systems sustainability from an environmental perspective;
  • Promotes the climate change agenda in the agricultural sector within national institutions in the NENA region and requests formal assistance from their partners to this end for financing adaptation actions;
  • Contributes to the development of a regional climate change model for anticipating changes in climate variables in supporting the on-going initiative RICCAR to assess the vulnerability of water resources to climate change and other relevant initiatives;
  • Supports member countries of the NENA region for their critical needs in order to enhance their capacities to confront the negative impacts of climate change and variability on agriculture and food security.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in climate change and environmental issues, agricultural and environmental development or in a field of related to the work of organization
  • Seven years of relevant experience in providing technical/policy advice on climate change adaptation/mitigation and conducting, designing and formulating climate change policies, strategies, and development programmes and projects;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Extent and relevance of experience or knowledge of one or all of the following disciplines - climate change, sustainable bioenergy development, natural resources management, water management, forestry management, land management and/or rural development
  • Extent and relevance of experience in the formulation and implementation of projects and in providing support to countries for technical assistance in the field of climate change, drought and environmental sustainability
  • Extent and relevance of experience in climate change issues and on providing advice on adaptation and mitigation for agricultural and food security policy issues
