Context
Under the overall guidance of the Head of the Migrant Assistance Division (MAD), and the direct supervision of the Head of the Assistance to Vulnerable Migrants (AVM) Unit, the Project Officer/Research Specialist will support the development and the implementation of IOM's Human Trafficking Information Exchange Platform ('the Platform'). S/he will also act as the Organization's primary reference point for data on human trafficking, while encouraging and facilitating the analysis and research of issues related to trafficking and exploitation.
Core Functions / Responsibilities
- Coordinate the development and launch of the IOM Platform and ensure its continued relevance and use as the primary global human trafficking data and knowledge exchange point.
- In coordination with ITC, develop the optimal operating model in terms of sustainability, analytic and operational utility, ensuring compatibility with MiMOSA. This will include the development of data input, storage and export functions, in consultation with IOM field offices and external partners, and the development of data security models and online tools. Develop associated policies and operating procedures necessary to sustain the Platform.
- Develop and implement the outreach strategy for the Platform for practitioners, researchers, academics, and policy-makers, positioning the Platform with regard to external stakeholders and generating an incentive structure for internal and external actors to use and contribute to the Platform.
- Support the other operational, administrative and financial aspects of the J/TIP- funded project 'IOM's Human Trafficking Information Exchange: A Reliable Foundation for Effective Anti-Trafficking Policies'. Ensure continuous review of the project's implementation strategies and suggest corrective measures and actions to be taken as necessary. Draft high quality donor reports on project implementation per contractual requirements.
- Act as the Organization's primary reference point for data on human trafficking and respond to internal and external queries related to data collection, data analysis and research, while encouraging and facilitating the analysis and research of issues related to trafficking and exploitation.
- Provide technical and thematic guidance and support to IOM field missions and external partners in the area of data collection and analysis. In particular, support the expansion of the use of MiMOSA to ensure that MiMOSA is used consistently across the Organization, in line with relevant instructions and internal guidance notes.
- Encourage and facilitate the analysis and research of broader issues affecting trafficked, vulnerable and exploited migrants. Draft and review/finalize research papers, articles and strategic documents related to trafficking in persons, including those based on data held within the IOM database, for publication and dissemination at relevant international fora.
- Contribute to developing a new strategy to encourage and facilitate the evaluation by IOM and external stakeholders of anti-trafficking responses.
- Provide support and guidance to field missions in developing projects and programmes, defining strategies and identifying opportunities for new projects/activities related to data collection, analysis, and evaluation of anti- trafficking policies and programmes.
- Maintain and develop close working relations with governmental and NGO data collection and research institutions, universities and other research networks.
- Prepare reports, briefings, and presentations, as requested.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master's degree in Political Science, Social Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in international migration and research matters;
- Experience in compiling and managing databases;
- Experience in project development and project implementation with a research and data collection component as well as fundraising;
- Experience in liaising with other international organizations and network/partnership building;
- Experience writing papers, briefings, articles and with own work published an advantage;
- Experience in conducting data collection, quantitative and qualitative data analysis, sampling and research initiatives an advantage;
- Experience in outreach and production of public information material;
- Experience in the use of database applications and statistical analysis tools.
Languages
Fluency in English is required. Working knowledge of French and Spanish are an advantage.
