The Opportunity
You will be responsible for all aspects of engagement with key donors engaged in disaster management funding in Mali, while providing project preparation and donor engagement support to Burkina Faso and Niger if necessary. You will be heavily involved in the design and implementation of emergency programmes in line with donors’ requirements and close liaison with the Plan Mali Emergency Response Manager (ERM) and Country Office. It is a key role in supporting Plan Mali to provide high-quality emergency programming.
The Person
Qualification and Experience
- Development professional preferably with a degree or equivalent in a relevant area and experience in disaster response management , etc.
- Knowledge and skills: knowledge of INEE, SPHERE, Red Cross/NGO Code of Conduct and such international standards.
- Experience of implementing and managing emergency programmes with proven management at field level.
- Fluency in English and French verbal and written.
Knowledge
- Able to build relations and engaging with key Disaster Management donors on behalf of Plan Mali.
- Being able to support Plan Mali on engagement with humanitarian donors.
- Project design, proposal and budget preparation, project implementation planning, project start-up, donor liaison and reporting on project implementation, programme support/advice to emergency response programme
Skills
- Experience of accessing humanitarian funding opportunities through global donors.
- Experience of working with DG-ECHO and implementing ECHO funded programmes.
- Experience in design, implementation and management of emergency programmes.
- Experience of implementing programmes in line with international humanitarian standards.
- Excellent English and French oral and written communication skills.
- Advanced negotiating skills.
- Conceptual and analytical skills.
- Proven strategic relationship management skills.
- Proven track record of skilful management of donor relations.
- Facilitation skills to take a team through full proposal development life cycle.
- Communication Skills: strong oral and written communication skills to include effective negotiation skills.
- Work style: well organised even within a fluid working environment and a capacity for initiative and decision making with competent analytical and problem solving skills.
