CANDIDATES MUST BE CITIZENS OF SIERRA LEONE
Under the guidance of the Fund Management Specialist/Team Lead, this position will be responsible for ensuring compliance with donor and Government requirements. In addition the Audit Specialist will work closely with the internal audit function within the Ministry of Health, Sierra Leone to strengthen that function.
****Duties and Responsibilities:****
- Undertake risk assessments and advice Unit leadership on internal controls and other measures to minimize occurrence;
- Review all donor agreements and/or contracts, understand their contents and documents a Compliance Plan that includes a list of compliance Requirements, their frequency and verification methods;
- Ensure that the Unit and National Health Programmes comply with Sierra Leone Government and donor rules and procedures;
- Oversee periodic compliance plan reviews and report review results to unit leadership along with recommended action plans/corrective measures;
- Investigates and report on compliance breaches, identifying and documenting agreed remedial actions;
- Ensure internal auditing of the unit’s operations and assets under IHPAU management;
- Liaise with the Internal Audit Directorate to develop and annual internal audit plan for IHPAU;
- Be the primary focal point for the internal and external auditors facilitating the execution of all audit plans;
- Work closely with the Finance Manager to ensure that key documents required for audit purposes are prepared in a timely manner;
- Support the Deputy Director for Finance and Compliance in responding to external audit queries;
- Puts in place mechanisms to develop Donor Compliance Knowledge and Know-How within the Unit and across National Health Programmes.
- Ensure that there is adequate mentoring to the various donor-funded health programmes on donor compliance (training, individual mentoring, etc.)
- Reviews and advises on improvement of programme compliance with donor regulations
- Maintains up-to-date knowledge on donor rules and regulations and informs Unit leadership and key stakeholders when new compliance rules and regulations are issued.
- Coordinates with Procurement Specialist to ensure procurement practices are aligned with donor policies.
Minimum Education and Experience:
- A Degree in Commerce, Finance Economics, Legal or a similar discipline.
- A Master’s degree in any of the above fields will be a plus
- Minimum of 8 years of experience in either external or internal audit, compliance, risk management or legal environment;
- Finance and Investment Industry experience in the disciplines listed above;
- Interpretation and application of legislation and relevant industry standards
- Experience gained from working on compliance to any of the listed MOHS donors (Global Fund, GAVI Alliance, EU, UK Aid, etc.) is a plus
- Experience in building and management of partnerships (with donors, UN agencies, civil society and other development partners)
- Demonstrated ethical standards and high integrity.
- Knowledge of financial and accounting policies and procedures;
- Knowledge of internal audit methodology, approach, techniques and management practices;
- Knowledge of Compliance philosophies, policy and management practices;
- Understanding of risk management approaches and standards will be a plus;
- Well-developed analytical skills
- Report writing detailing complex and technical concepts;
- Interpretation of legislative and professional standards;
- Excellent communication and listening skills;
- Attention to quality;
- Fluency in English with good verbal and written skills
