Public Health Officer

MISIÓN
Engagement/network with key partners in Moyamba, principally the DERC and all the pillar teams and with the consistent partners (MOHS DHMT, health staff, national and international NGOs operating in Moyamba, the Local council, local religious and traditional leaders and local governance structures)
ORGANIGRAMA
Reporting to: Country Director/Moyamba Programme Coordinator
FUNCIONES
The Public Health Officer will lead on two major areas of responsibility:
(1)To provide technical and practical support to Moyamba DERC and DHMT to enhance district level activities to address challenges relating to EVD within the district. Significantly strengthen the engagement by MDM/DotWin all aspects of theebola response management in Moyamba, through supporting and fostering strong relationships at District and Chiefdom levels and ensuring consistent engagement and involvement, and providing support to the coordinator and to all pillar action groups. This is to be managed through discussion with the Project coordinator as part of a team approach with the Ebola Centre management team.
(2) To support the development and finalisation of a new health systems strengthening (HSS) programme across Moyamba in the shorter and longer term which is in 2 parts:
(a) Oversee/support the development and agreement of key activities in the next 3 to 6 months as part of the post ebola transition period with the aim of supporting and strengthening the local health system to deliver general healthcare.
(b) provide the local insight and contribution to the finalisation of a long term (3 to 5 year) HSS programme in Moyamba to be delivered in conjunction with local and international partners operating in Moyamba, which is in line with and delivering national health care policy (the Basic Package of Essential Health Services)
The Post holder will be required to negotiate with and support a wide variety of state, national, international and civil society actors to assist the DERC to fulfill their aims. This is not an advisor or leading role, but it is a facilitator’s role.
The Post holder will be responsible for managing a small budget designed to be available for facilitative actions to the DERC.
The post holder must be dynamic, pro-active and able to generate action from dialogue – ensuring that actions in the Ebola response keep moving forward.
Specific tasks of the Public Health officer
  1. Strengthen input into the DERC on a daily basis
• Represent DOTW/MDM or support the project coordinator in all DERC conversations and pillar meetings. Seek out areas where DOTW/ MDM could support local implementation to raise organizational profile and share resources. Proactively seek opportunities to support the DERC, including mobilizing limited financial resources and materials at short notice.
• Strengthen and improve communication between the DERC and DOTW/ MDM
• Proactively put forward ideas and new ways of working to the DERC. Support the DERC to develop innovative interventions and ways of working
• Keep an up-to-date risk inventory and raise appropriate and timely mitigation measures
  1. Represent and ensure representation at the DERC pillar groups on a weekly basis
• ensure consistent timely and flexible input to all pillars of the DERC, including taking on an influencing role to enable the DERC. Ensure the timely implementation of DERC agreed activities
• Look for ways to work collaboratively and support the wider response and other partners, especially local partners and share resources
• Raise awareness of the work of DOTW/MDM in Moyamba and elsewhere with local partners and seek opportunities to develop collaborative work
• Collectively plan activities with partners and manage swift and timely implementation of small, supportive activities that enable to DERC to succeed in its stated aims.
  1. New programme development and expansion
• Work with the Country Director, the Moyamba Coordinator and the Spanish and UK HQ teams, to conduct further scoping studies and collate information for the design new programme activities and expansion of the existing programme.
• Participate in the development of concept notes and proposals for funding for shorter term transition activities with a very quick turnaround time
• Participate in donor liaison meetings as required
• Work with the DOTW/MDM to manage the assignment of UK NHS health professionals/ volunteers to support the development of programme activities
• Work with the Country Director, Freetown and HQ based staff to review and or develop programme strategies and policy documents for the expansion of DOTW/MDM in Sierra Leone
• Support the development of a longer term HSS programme proposal which could include: conducting or arranging further assessments, planning & designing quality programme activities, resource allocation & management, designing monitoring and evaluation through , managing partner relations, and managing organizational capacity development interventions
  1. Stakeholder engagement and relationship management
• Develop and maintain positive relationships with all relevant stakeholders in Moyamba
• Manage the implementation of partnership and capacity development interventions and other key activities
• Broker the types of partnerships required at local level to secure the partnerships and consortia arrangements necessary to deliver a future HSS programme
• Support the programme team to resolve any challenges that may occur from time to time
  1. Health Needs and Situational Analysis
• Work with the Monitoring, Evaluation and Learning Officer and the Communications team to ensure the documentation and sharing of best practices and case stories during the course of activity implementation.
FORMACIÓN REQUERIDA
University honors Degree in a related field
Desirable:
Masters level qualification preferably MSc. Public Health or International Development from a reputable institution
REQUISITOS
Knowledge:
Excellent knowledge of good practice in Global Health in Africa
Knowledgeable in the international development field, preferably in the African context
Desirable:
Knowledge of Sierra Leone and the West Africa region
Network of contacts which would be beneficial to MDMs expansion
Sound knowledge of relevant key partners and donors strategies, priorities and ways of working in the health field
Skills:
Excellent interpersonal skills, high level of integrity and good moral conduct.
Proven leadership and motivational skills
Excellent command of written and spoken English.
Computer literacy with a high level of knowledge and practice using Microsoft Office.
Good conceptual and analytical skills.
Ability to work within tight deadlines for proposal development / reporting.
Other:
Highly motivated self-starter.
Flexible and adaptable.
Intercultural sensitivity and awareness
Be willing to work in insecure areas and travel to rural areas.
EXPERIENCIA
A Minimum 2 years programme management experience preferably in post-conflict countries in Africa, with evidence of success in previous posts
Experience in managing health programmes is strongly desired.
Experience of working in partnerships with other organizations to deliver programme
Experience with bi- or multi-lateral donor requirements especially with UN Agencies, DFID and European Commission.
Proven experience in writing successful proposals with excellent writing skills and attention to detail.
Desirable: Experience of working in a public health type role
Evidence of significant capacity and capability building skills
Experience in developing and negotiating MOUs with partner organizations and then managing the delivery through partners, as evidence of the ability to negotiate key partnerships
Experience of working with senior technical advisors and consultants to support programme delivery
Previous success in fundraising and programme growth
