Background:

Position Summary:
The Chief of Party will be responsible for: 1) providing the vision and overall leadership to the team; 2) managing technical assistance and program administration on an early grade learning program; 3) implementing activities in accordance with applicable laws and regulations; 4) preparing and submitting technical and financial reports requested by USAID, 5) helping coordinate with key national and local government counterparts and other non-governmental partners, and 6) promoting, supporting and engaging in dialogues on policy issues related to implementation and scale-up of program activities . This position will be based in the Africa region on one of several possible upcoming early grade learning programs.
Requirements:
· Master’s degree in education policy, planning, teacher professional development, or related education field. Ph.D. or Ed.D. preferred.
· Demonstrated experience in relevant technical fields such as educational policy, planning, curriculum and material development and teacher professional development, particularly in the context of early grade reading and learning required.
· Minimum 15 years of experience in relevant management, supervisory, technical experience working with programs of similar scope and scale to this project, of which at least 10 years has been in management/leadership positions.
· Minimum 10 years in education sector, preferably in similar development contexts as in Sub-Saharan Africa.
· Previous experience with USAID-funded programs preferred.
· Substantive experience in program design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement required.
· Demonstrated experience and knowledge of capacity development, professional development, systems strengthening, and use of data for management and decision-making.
· Strong communication and negotiation skills, and ability to develop relations with local counterparts, donors, and other stakeholders. Proven ability to build and sustain partnerships to achieve results is preferred.
· Excellent written and spoken English required.
