We are looking for aCentral Africa Republic Technical Adviser (Cameroon-Chad-Central African Republic Elephant Programme), who will be responsible for implementing the Central African Republic component of the WWF strand ofthe Programme de Conservation de la Biodiversité en Afrique Centrale (PCBAC). This Programme is managed by the Economic Community for Central African States (ECCAS) to which WWF provides technical advice.
Main responsibilities:
· Provide technical advice to the Ministère des Eaux, Forêts, Chasse et Pêche (MEFCP) and other ministries and governmental institutions in combatting elephant poaching and wildlife trafficking in CAR;
· Support relevant institutions in Bangui to develop an efficient Anti-poaching / Law Enforcement Unit and provide training to these institutions;
· Support the setting up of a Coordination mechanism between various CAR institutions such as MEFCP, the department in charge of wildlife and protected areas, customs, the judiciary, police etc. for combatting wildlife crimes;
· Provide input material for communication on PCBAC activities in CAR (including RALF communication material);
· Identify and develop strategic partnerships and alliances that will be instrumental to ensure delivery of PCBAC in CAR;
· Contribute to the production of high quality technical reports to the WWF Network and to ECCAS as well as other deliverables required by WWF Network.
What you need:
Required Qualifications
· Minimum bachelor degree;
· At least 5 years’ experience in national and/or regional/international policy advocacy, including high level political negotiations, preferably within a Central African context.
· Knowledge and previous working experience in illegal trade and enforcement issues preferred;
Required Skills and Competencies
· Proven track record in successfully developing, leading, and managing projects in the field of wildlife conservation or law enforcement;
· Demonstrated experience in institutional support to government institutions in Africa;
· Strong working knowledge of political and policy making processes within Central Africa;
· Regular travel within the central Africa region, in particular to Yaoundé, is required;
· Strong ability to initiate, build and maintain relationships with key external stakeholders, multilateral donors and regional institutions;
· Excellent organizational skills with ability to prioritize;
· Strong technical skills, ability to develop and co-ordinate conservation programmes and projects, and to work effectively with a wide variety of partners and disciplines;
