We are looking for a Principal Technical Adviser(Cameroon-Chad-Central African Republic Elephant Programme), who will be responsible for implementing the WWF activities under the *Programme de Conservation de la Biodiversité en Afrique Centrale* (PCBAC), which is managed by Economic Community for Central African States (ECCAS) and to which WWF provides technical advice. The incumbent will lead the implementation of PCBAC, acting as interface between WWF and ECCAS.
Main responsibilities:
· Coordinate, within WWF, the implementation of the different PCBAC components;
· Support relevant institutions in Bangui to develop an efficient Anti-poaching / Law Enforcement Unit and provide training to these institutions;
· Provide technical advice to ECCAS and to relevant governmental institutions in the field of coordinated action to combat elephant poaching in the three participating countries (Cameroon, Chad and CAR);
· Support the setting up of Coordination mechanisms in Cameroon and Chad between institutions involved in combatting wildlife crimes, including among others the ministries and departments in charge of wildlife and protected areas, customs, the judiciary, police etc.;
· Provide technical support to the three countries and ECCAS in identifying the right equipment and infrastructure required to improve anti-poaching operations;
· Ensure WWF intervention is aligned and complementary to existing programmes in the Bouba-Njida / Sena Oura landscape by GIZ, IUCN and other partners;
· Develop and facilitate implementation of PCBAC activities in Chad, through partnership with IUCN and/or other key actors;
· Produce high quality technical reports to the WWF Network and to ECCAS as well as other deliverables required by WWF Network;
· Provide support to the WWF-TRAFFIC Central Africa team in charge of the implementation of Wildlife Crime Initiative;
· In collaboration with WWF communication unit in Central Africa, provide support to the ECCAS Communication Officer in relation to PCBAC.
What you need:
Required Qualifications
· Minimum bachelors’ degree;
· At least 10 years’ experience in national and/or regional/international policy advocacy, including high level political negotiations, preferably within the Central African region context;
· Proven track record in successfully developing, leading, and managing projects in the field of wildlife conservation or law enforcement.
Required Skills and Competencies
· Demonstrated ability to deliver high level policy outcomes;
· Knowledge and field experience in Northern Cameroon and adjacent area in Chad is an added advantage;
· A good working knowledge of both English and French is required;
· Regular travel within the region, in particular to Libreville, Ndjamena and Bangui, is required;
· Demonstrable negotiation/advocacy skills with government or private sector;
· Knowledge and previous working experience in illegal trade and enforcement issues preferred;
· Strong ability to initiate, build and maintain relationships with key external stakeholders;
· Ability to interact with multilateral donors and with regional institutions;
· Excellent organizational skills with ability to prioritize;
· Strong technical skills, ability to develop and co-ordinate conservation programmes and projects, and to work effectively with a wide variety of partners and disciplines;
