Finance Manager
Location: Mogadishu, Somalia
Job Summary
The primary responsibility of this position will be accounting/financial management of the CED office in Mogadishu under the technical supervision of the Program Coordinator. The Finance Manager shall be responsible for overseeing the financial management and accountability requirements of the office in Mogadishu as well as the field offices in other regions. The Manager will provide technical assistance to staff in implementing and complying with financial and accounting procedures to ensure compliance with regulations and serve as the financial liaison to donors and other implementing partners and implementing units.
The Finance Manager will be based in Mogadishu, Somalia with frequent travel to Nairobi, Kenya.
Roles and Responsibilities
- Manage the finance department and prepare financial reports
- Ensure compliance and consistency with CED policies and procedures, as well as compliance with the terms and conditions of any donor agreements.
- Develop and install new accounting software in accordance with generally accepted accounting principles.
- Develop finance procedures, policies and budgetary control for the organization
- Ensure financial records are maintained in compliance with accepted, policies and procedures
- Set up internal control system Develop Internal financial monitoring systems
- Create new chart of accounts and implementation, coding of expenses, system setup and consolidations.
- Train CED staff on the use of the finance software and the accounting policies and procedures.
- Monitor compliance with all internal and donor financial and administrative requirements.
- Oversee overall project expenditures and develop systems for cash flow management
- Prepare and review monthly bank reconciliations
- Prepare timely financial reports in accordance with donor requirements.
- Prepare monthly financial reports for the organization
- Record and accounts for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions in a timely manner.
- Ensure sound cash management of local bank accounts and maintains petty cash fund.
- Process cash disbursements in accordance with financial management policies and established approval levels.
- Process payroll, remits tax and other government contributions and reports to local agencies.
- Responsible for full accounts payable function from procurement through payment of invoices.
- Process employee expense reimbursements.
- Ensure timely payment to all CED payees and maintains sufficient and complete payee files.
- Prepare monthly financial reports for CED offices and internal management reports for the Program Coordinator containing budget to actual expenditure information.
- Perform month-end closing and year-end duties such as reconciliations, VAT reimbursements, inventory lists, etc.
- Prepare and submits reports and filings in compliance with the host government laws.
- Prepare Project Budgets and provide assistance to program staff and project budget preparation.
- Ensure that all the organizations financial procedures are followed and support external audits.
- Analyze and give advice on the adaptation of financial process to CED financial staff.
- Provide financial and administrative trainings for local staff.
- Provide timely and sound advice to CED Director, Program Coordinator and CED staff on financial and administrative matters.
- Any other duty assigned by the Program Coordinator from time to time.
Required Skills and Qualifications
- Minimum of a bachelor’s degree in Accounting and 5 years of relevant work experience preferably with NGOs.
- Proven financial analysis and forecasting ability
- Proven experience in training and capacity building in the area of finance and administration.
- Production and interpretation of management accounts
- Proven ability to provide support, guidance and training to financial and non-financial managers and colleagues.
- Good communication and reporting skills.
- Experience of working in a cross-cultural environment and very insecure environment
- Ability to work to deadlines with good prioritization and time management skills.
- Experience in financial management of donor-funded programs
- Knowledge of QuickBooks multi-currency accounting software (field based accounting).
- Experience with computerized accounting and strong organizational and leadership skills.
- Excellent skills in MS office and common accounting softwares
Desired Skills & Qualifications
- Master’s degree or recognized professional degree, such as CPA or ACCA.
- Previous work experience in Somalia
