GBV and Protection Program Manager - CAR

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps has been operational in the Central African Republic (CAR) since September 2007. With a focus on both development programming and emergency response, Mercy Corps is implementing water/sanitation, food security, livelihoods, civil society building, human rights promotion and Gender-Based Violence (GBV) prevention and response programs around the capital of Bangui and in the regional towns of Bouar, Bambari, Bangassou and Rafai. Since January 2010, Mercy Corps has been working in partnership to implement a multi-sectorial Gender-Based Violence prevention and response Program which operates legal and psychosocial centers providing direct services to assist survivors of GBV and other rights violations to claim their legal rights and receive medical and psychosocial support. The program also works to strengthen the capacity of community-based mechanisms to protect women's rights and respond to the needs of survivors.
GENERAL POSITION SUMMARY:
Based in Bangassou, Mboumou prefecture, the GBV and Protection Program Manager (PM) will be responsible for coordinating and supervising implementation of all GBV and Protection program activities in Bangassou. S/he will provide programmatic and operational oversight for the program, including overseeing the smooth functioning of one established Listening Center in Bangassou, running mobile Listening Center services where appropriate, and setting emergency response GBV programming in IDP sites when and where necessary. S/he may also oversee the implementation of monitoring of human rights violations in line with appropriate ethical guidelines and in collaboration with community volunteer networks. S/he and will train staff, develop educational campaigns and materials to promote GBV and human rights awareness, work with medical service providers and local authorities, and strengthen community-based association organizational and technical capacity in Protection and GBV. The PM will lead monitoring, evaluation and reporting for the project and contribute to the development of new project proposals for the region. The PM will be based in Bangassou but may be required to travel to periphery locations on response mobile listening center missions.
