JOB CONTEXT:
Handicap International (HI) is operating in Ethiopia since 1986 and has implemented projects in the area of physical rehabilitation, mine risk education, community based rehabilitation, food security, HIV and AIDS, capacity building of local associations of Persons with Disabilities (PwDs). Our organisation is currently working in collaboration with governmental authorities, Local NGOs, National associations of Persons with Disabilities.
The main objective for Handicap International in Ethiopia is to ensure a controlled extension of the program by consolidating and build on our capabilities and resources. At the geographical level, it will be important to consolidate our presence within Addis Ababa, Dire Dawa as well as in Somali Region as it is one of the poorest of the country.
Handicap International is currently implementing different projects oriented around the following fields of intervention:
è Inclusive Education with an aim to develop a model of “disability friendly schools” that fosters inclusion of CWD in educational programs in collaboration with DPO, the Regional Education Bureaus (REB) and USAID funded organizations in Dire Dawa, Harar, West Hararge, Jijiga and Amhara regions.
è Mainstreaming disability into HIV/AIDS service delivery to contribute to the national target of reducing new HIV infections at the national level.
è Water and Sanitation & Hygiene to improve access to hygiene and sanitation facilities and safe drinking water in Filtu (stand by).
è Emergency Response and Disaster Risk Reduction with an aim to contribute to prevent disabilities and mitigate the disabling condition of people with disabilities and vulnerable people in drought affect area and improve functional autonomy among adults and children with disabilities and to improve access to basic services for persons with disabilities in Somali region and in East and West HArarge.
With regards to the refugee situation in Ethiopia, the country is now hosting the largest number of refugees in the world. The ongoing conflict in South Sudan has led to the current refugee crisis in Ethiopia. Handicap International is waiting for different donor approvals in order to start activities in Gambella camps.
JOB DESCRIPTION:
As Technical Coordinator, you will be part of the management team composed of the Field Program Director, the Program Coordinator and the Support Service Coordinator. You will also be in regular contact with:
· The Project Staff based in the different sites
· Support team (Logistic and Administration)
· INGOs and Un Agencies
· HI Technical Referents in HQ
Under the responsibility of the Programme Director, with a strong link with the different Technical Advisors of the Technical Resources Division of the HQ, you will have to support the elaboration and the implementation of HI’s strategy in Ethiopia, with the following key responsibilities:
· Guarantee the availability of HI skills and know-how as disability expert
· Guarantee and enhance the quality of projects implemented (quality insurance),
· Guarantee the HI technical framework in respect with DRT frameworks
· Actively support proposal writing
· Ensure the representation of HI in different groups and networks (Thematic groups, INGO networks...)
You will be also asked to provide any of the different activities linked with the functions described above: the post has a direct and strong involvement in supporting and advising the programme, ensuring the quality of the projects, : identify training needs and coordinate the mobilization of
CANDIDATE PROFILE:
You have/are:
· Master Degree Education (mandatory) – a Specialisation on Inclusive Education would be an asset
· 5 years experience on disability mainstreaming in developing education programs overseas in development and/or humanitarian environments
· Solid working knowledge on disability approaches (Disability, Twin-track approach, Rights-based approach)
· Familiar with developing a learning environment for better quality of project
· Strong capacities in project coordination with training and coaching capacities - Strong capacities to transfer knowledge in difficult cultural & political contexts
· Able to work in a multi-cultural team
REQUIRED LANGUAGE SKILLS: English - fluent spoken and written level.
JOB ENVIRONMENT:
You will be based in Addis Ababa, but be required to make regular professional travels to the field in order to support and monitor projects implementation.
· The town of Addis Ababa offers services like restaurants, bars, food stores like all big African towns. Relationships with locals are quite good. Expatriate population is very big and social life can be quite rich.
· Safety: No specific risk for the time being. You will have to follow HI Ethiopia security rules (Phase 1 at present in Addis, Phase 2 or 3 in others areas).
You will live in an individual accommodation in Addis Ababa.
The position is open to single, couple and family
EMPLOYMENT CONDITIONS:
Salary: 2150 - 2500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
