TERMS OF REFERENCE (TOR)

Title of Assignment: Evaluation of Program 3 – Copyrights and related rights
Name of unit/sector: Internal Oversight Division
Place of Assignment: Geneva, Switzerland
Expected places of travel (if applicable): To be defined (TBD)
Expected duration of assignment: Mid April to Mid- August 2015

1. Objective of the assignment:

The Internal Oversight Division (IOD) has foreseen contracting for a period of four months one Geneva-based evaluation expert under the management of the Evaluation Task Manager to assist with the evaluation design, fieldwork, evaluation analysis and reporting of the IOD Program 3 Evaluation. For your information, please find attached draft Concept Note for this evaluation.

2. Deliverables/services:

Based on the above, IOD has foreseen contracting for a period of four months one evaluation expert under the management of the Task Manager to assist with the following:

(a) Data collection, mapping, projects/activities sampling and analysis;
(b) Setting up interviews with key stakeholders, especially in-country interviews and making all logistic arrangements for meetings within and outside WIPO;
(c) Design and preparation of questionnaires, interview protocols and other tools required for the evaluation;
(d) Analysis of data and records related to the Program 3 activities and participate actively in key stakeholders’ interviews, as well as recording information from interviews and meetings;
(e) Provide substantive support during evaluation writing phases including report drafting and editing;

Depending on the evaluation process, the Task Manager might assign the potential external expert with other relevant task during the design and implementation of this evaluation. All evaluation products will be issued in English.

3. Reporting :
The contracted Evaluation Consultant shall work under the direct coordination of the Task Manager, Internal Oversight Division.

4. Profile :
The selected expert to work on this evaluation shall have the following expertise:

(a) Demonstrated qualification and at least 2 years past experience in evaluation, monitoring and/or planning of programs or projects in the private and public sector;
(b) Ability to conceptualize, analyze and draw evidence-based conclusions;
(c) Quantitative and qualitative data analysis;
(d) Knowledge and experience in evaluating programs and cross-cutting themes (such as Gender and Human Rights where applicable) is desirable;
(e) Analyzing databases and designing and implementing surveys;
(f) Process management, presentation and facilitation;
(g) Excellent communication, writing and report presentation;
(h) Having copyright and related rights knowledge would be an added plus;
(i) Fully proficient in English writing and speaking.

5. Submission and selection:

•Experts will be identified through a transparent selection process.
• All experts working for the Evaluation Section will be required to sign the Code of Conduct and Agreement Form and adhere to the UNEG quality standards for reports.
• Interested experts wishing to apply for the above assignment should not have been significantly involved in direct work with WIPO activities under the scope of the evaluation nor have other conflicts of interest. The selected external experts will act impartially and respect the code of conduct of the evaluation profession.
•Interested experts applying for this assignment will need to apply before April 7, 2015 and provide the IOD Evaluation Section with the following:

(a) One page expression of interest indicating daily fee rates;
(b) A curriculum vitae;
(c) One example of an evaluation report recently completed;
(d) Three working references.

Only applications containing the above mentioned information and fulfilling the specific requirements as defined in the ToR will be considered.
