Libya Assistant Projects Manager

Background
Since the end of 2011 – just months after the fall of the Gaddafi regime – BBC Media Action has been working in Libya to develop programming that will improve Libyans' access to information and encourage debate and participation in the country's transition.
The current extensive fighting across the country has meant that BBC Media Action has relocated its operations to Tunis for an interim period.
Job purpose 
The role of Asssistant Project Manager (APM) is essential to the team working in Tunis and will be responsible for ensuring continuity and effective coordination of project activities between operations in Tunis, Tripoli and London.
The projects team ensure that projects are delivered on time, to budget, to the highest standards and in accordance with BBC editorial values. The APM will be tasked directly by Project Managers and the Country Director, although s/he will also be expected to be proactive. Tight deadlines are common, attention to detail is vital as well as extremely strong relationship management skills and a can-do attitude.
Main Duties
  • Provide support to London and country-based project teams by managing aspects of a portfolio of projects, as directed by Libya Projects Manager and Libya Country Director
  • Ensure that project outputs are achieved by effective management of resources and processes, monitoring schedules and deadlines for project deliverables
  • Support smooth running of project activities and coordinate with planning, schedules and documentation such as risk assessments
  • Work closely with trainers, trainees and BBC Media Action staff to organise and coordinate capacity-building activities in line with agreed objectives
  • Support in selecting trainees for projects where relevant and monitor their progress and support their learning
  • Assist coordination of monitoring and evaluation with the Research & Learning team, for example trainer and trainee evaluation of training and production
  • Follow BBC safety requirements and instructions and support project /country office teams to comply with BBC Media Action procedures, such as health and safety guidelines, financial management procedures and procurement guidelines as required
  • Contribute to the editorial quality and compliance of all programmes and materials produced with support from in-country and London teams
  • Assess future project needs and engage in discussions around work beyond current project
  • Help draft detailed, analytical, high quality donor reports which emphasise learning and impact and a very clear grasp of evaluation frameworks
  • Provide support to project teams in liaising with the wider BBC, ordering and shipping equipment, sourcing, contracting, staff recruitment and induction
  • Ad hoc English/Arabic translation tasks as required
  • Be available to work in office or on location and may be required sometimes to work long hours, on weekends or on public holidays
Essential Skills and Experience
  • Experience of successful project management, ideally in the development field
  • Experience in either media or development (with experience in the other being desirable)
  • Strong communication skills including the ability to write well in English
  • English and Arabic fluency (French desirable)
  • Excellent attention to detail
  • Excellent interpersonal skills
