Monitoring and Evaluation Officer (Somali national only)

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, Food security & Livelihoods, shelter/NFI, and water and sanitation. In Somalia, DRC operates in five several regions and set up operations in Dollow starting October 2012. DRC under a 3 years DANIDA funded SOMREP (Somalia Resilience Program) seeks to build household and community resilience to drought and other related risks (including animal health and diseases, flooding, market disruptions and price fluctuations, new influxes of Internal Displaced Persons into communities, and climate change and environmental degradations) in Somalia.
In coordination with the Somalia Country MEL Manager, the M&E Officer is expected to give a substantial contribution to sound Technical aspects of DRC operations in Gedo region, in compliance with DRC and donor(s)’ procedures and policies, as well as local and international legislation.
The M&E Officer will ensure proper technical procedures and practices of monitoring and evaluation are followed and adhered to by all DRC staff in the program area and ensure full coverage of data collection, actrivity tracking and survey needs are responded to all programme areas under Dollow office.
The position of the M&E Officer will work under the supervision Area Manager for DRC Dollow. The overall objectives of the position are:
  1. To monitor the implementation of the DRC program under the guidance of the MEL Manager and Area Manager.
  2. To assist to develop and implement impact monitoring plans and tools for all DRC projects.
  3. To coordinate and participate in data collection, data entry and data analysis. .
  4. To assure adherence to HAP standards by all sectors and partners
Key Responsibilities
Monitoring and evaluation plans
· Assist to develop/update and implement monitoring and evaluation plans (MEPs) for DRC projects and DRC projects in particular under the guidance of the M&E coordinator.
· Do regular monitoring visits to project implementation sites for an increased impact.
· Support and assist Project Coordinators to follow the MEPs
· Do ongoing progress and outputs, monitoring and impact assessments on projects
M&E tools/ databases
· Assist to develop and design databases in SPSS, Access and Lime survey to fit the needs of data entry and analysis for all projects
· Support other DRC staff to keep the databases updated
Evaluations, assessments, field reports etc.
· Monitor the DRC,VFW/FFW/CFW projects
· Organize, participate and collect field data and process/analyze this data
· Carry out assessments, evaluations and other forms of survey or review of projects as directed by the supervisor.
· Undertake field trips and make physical observations of ongoing projects
· Assist external evaluators in field trips and information sharing
· Assist in the Implementation of baseline studies, impact assessments and similar have a consistent understanding of questionnaires/guidelines (a minimum of one full days training is required each time)
Reporting
· Assist in writing the monthly reports
· Compile field reports and surveys… etc..
· Assist with preparing reviews of DRC interventions aiming at identifying best practices and areas for improvement
Training of staff
· Assist the M&E Coordinator in Capacity buildings, training and support sectors and field staff improve the field monitoring or any other monitoring needs
Adherence to HAP standards
· Monitor and review the projects’ adherence to the HAP standards, especially the use of the complaint response mechanism, information sharing to beneficiaries and the participation of beneficiaries in the project cycle
· Collaborate with the registrar of the complaint response mechanism regarding response and investigation of complaints
Miscellaneous
· Translate questionnaires, templates, etc. and quality assures translations
· Perform other duties as directed by the DRC Area Manager.
Reporting Arrangements
This position reports to the Area Manager for Gedo with technical support from the Monitoring, Evaluation and Learning Manager.
General
Commitments: DRC/DDG has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC/DDG (http://www.DRC/DDG.dk/HAF.4265.0.html)
QUALIFICATIONS:
  1. Relevant University Degree in Social Science, Statistics, Research, or any other related field.
  2. Experience in monitoring and Evaluation at least 3 years, preferably within international NGOs.
  3. Knowledge of Microsoft office (Excel and database) and SPSS is an asset.
  4. Good interpersonal skills, communication skills and writing skills.
  5. A team player who can build rapport with beneficiaries, local partners, and local authorities.
  6. Excellent organization, planning, mobilization and coordination skills.
  7. Responsible, flexibility and willingness to work irregular hours
  8. Ability and willingness to travel and work in field office of remote areas
  9. Good negotiator in working with local communities and contractor in terms of supervision.
  10. Ability to speak and write Somali and English Languages
CONDITIONS
Availability: May, 2015
Contract: 8 months with possibility of extension. Salary and other conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National Staff recruited by the Somalia Programme.
