JOB PURPOSE:
To ensure programme quality through support to programme staff and partners in monitoring, evaluation, accountability and learning. To lead the process of review of the new transition plan for Liberia
DIMENSIONS:
Co-ordination and organisation of MEAL as a key function within the Liberia country
KEY RESPONSIBILITIES:
- Working closely with programme managers, develop, test and maintain a MEAL system for the Liberia programmes
- In close consultation with programme staff, analyse, document and share learning as a critical means for future planning and well as for advocacy
- Identify key issues around programme quality and ensure MEAL systems are improved to address these issues
- Provide strong technical advice and support to the programme team and partners in monitoring, evaluation, accountability and learning that measure outcome and impact against recognised indicators
- Develop MEAL tools for the programme team
- Support the programme team to prepare reports for donors
PERSON SPECIFICATION:
· University-level education, preferably in social, economic or development sciences or equivalent experience;
· At least 5 years experience of work in humanitarian programmes
· Knowledge of OPAL system is an advantage
· Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet skills. Skills on SPSS will be an added advantage.
· Substantial experience working in developing countries
