Who are we?
The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme's current focus is on supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Northern Bahr el Ghazal (NBeG), Unity and Upper Nile States. Currently the South Sudan Programme works in 6 field locations and expects to be a roughly $30m+ programme in 2015, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.

DRC South Sudan is committed to delivering the highest quality services to vulnerable refugees, IDPs and host communities. DRC’s commitment is reinforced through DRC’s membership in the Humanitarian Accountability Partnership and is backed by comprehensive monitoring and evaluation procedures. The M&E and HAP Coordinator is responsible for developing and implementing DRC South Sudan’s Monitoring and Evaluation Strategy and maintaining the HAP framework.
Specific responsibilities****Implementation of M&E strategy: DRC has a monitoring, evaluation and learning strategy for 2015. This position is responsible for leading all aspects of its implementation, which includes
- Indicator performance tracking and implementing improvements to the maintenance of supporting documentation.
- Evaluations: Implementation of DRC’s global evaluation policy and leading documentation of lessons learnt and management responses.
- Capacity building, recruitment and providing technical guidance and mentorship to M&E officers in field locations.
- Support proposal writing, in particular the drafting of log frames.
- Support the Annual Review processes.HAP Compliance: Responsible for maintaining and implementing DRC South Sudan’s Humanitarian Accountability Framework and all related HAP reporting. An effort should be made to ensure that all HAP Compliance outputs and procedures should be in harmony DRCs MENA Region programs and with DRC/DDG as a broader organization.
Representation:Represent DRC M&E at relevant donor and inter-agency meetings.
Reports: Draft and publish high quality, evidence-based evaluation reports, assessment reports and lesson learning notes. While this position is not directly responsible for drafting and/or submitting donor reports, donor reports should reflect M&E/HAP findings.
General:
- To carry-out any other duties and/or responsibilities assigned by immediate supervisor within the scope of organizational priority
- To be accountable, give feedback and appropriate information regarding the requested or ongoing tasks.
Qualifications
- A minimum 4 years’ coordinating M&E activities and staff for multiple, simultaneously ongoing donors, sectors and project sites
- Experience designing M&E tools and systems and able to draft an M&E strategy
- Experience working for NGO in humanitarian response
- University qualification in statistics, international development or other relevant field
- Excellent interpersonal skills both verbal and written communications skills as well as strong Team working skills. Ability to manage multiple tasks in an effective, pro-active and timely manner
- Able to function well in difficult living conditions which often includes insecurity, communal living and poor internet/communications, and occasionally includes life in tented camps, heat, flooding, lack of dietary choices and restricted movement
- Experience in the sectors of Camp Management, Protection, and Livelihoods a plus
- Experience in South Sudan a plus
- Fluent in English; Arabic a plus.
We offer
Duty station: Juba, with 50% travel throughout South Sudan.
DRC will offer the successful applicant a 1 year contract until 18 April 2016 renewable dependent on both funding and performance. You must be available to start work on 19 April 2015.
