Context
Under the direct supervision of the Chief of Mission in Chad, and in coordination with the Senior Operations Officer in N'Djamena the successful candidate will be responsible for overseeing IOM's activities in support of refugee resettlement from Chad to the United States under the US Refugee Admissions Program (USRAP) and other resettlement programs. IOM has a proactive recruitment policy to increase the representation of nationals of non- represented member states.

Core Functions / Responsibilities
- Manage and supervise all operations activities and field staff in his/her area of responsibility by providing necessary training, oversight and support to ensure consistent high-quality work in compliance with IOM resettlement program guidelines.
- Develop and maintain positive working relationships with the Resettlement Support Center (RSC), the US Bureau of Population, Refugees and Migration (BPRM), the Refugee Coordinator, representatives from the US Department of Homeland Security Citizenship and Immigration Services (DHS/CIS), the US Embassy, the United Nations High Commissioner for Refugees (UNHCR), the Chad National Refugee Agency (CNARR) and other local authorities on issues related to refugee processing, movements, and resettlement.
- Closely coordinate movements related to processing, interviews, cultural orientation, medical exams and departures for USRAP cases with the RSC, UNHCR and CNARR as well as other relevant IOM entities (Movement Management Division (MMD), Migration Health Department (MHD) and IOM New York.
- Ensure that movements are generated through the Migrant Management & Operational Support Application (MiMOSA) and in accordance with the Movement Management Manual (MMM). Ensure the same assistance to non-US resettlement operations.
- Prepare reports, briefings, background information, narratives and statistical reports as necessary.
- Represent the USRAP Unit and contribute to meetings as requested to provide unit updates.
- Project and account for operational funds and assets related to ticketing, promissory notes and all other operational expenditures.
- Maintain an escort roster for ground and air transportation and ensure that all escorts are trained according to IOM guidelines and are aware of their role and responsibilities.
- Coordinate with the Field Security Officer on security issues related to operational activities affecting staff or refugees.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master's degree in Business Administration, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in air movement operations and travel planning;
- Knowledge of IOM movement management standards and regulations, particularly in the field of US Refugee Admission Programme (USRAP);
- Experience working with transport providers, governmental and diplomatic authorities as well as with international organizations;
- Experience conducting USRAP resettlement activities is an advantage.
Languages
- Fluency in English and French is required.
- Working knowledge of Arabic is an advantage.
