Procurement Expert

IBI International seeks qualified candidates for upcoming Procurement Expert short-term assignments in West Africa (particularly Liberia).
Background:
The Procurement Expert will work as an integral member of the assigned project team and provide intensive advisory support to government institutions to develop their procurement regulatory capacity through the development of internal systems, processes and procedures and sharing of knowledge to sustain them. The successful candidate will be a self-motivated and detail-oriented individual who is able to work well in a deadline-driven, multitasking environment.
Responsibilities:
The Procurement Expert will be responsible for the following specific tasks:
· Conduct analysis of common procurement challenges of practitioners, develop solutions and share with all procurement entities through instructional / interpretation circulars
· Assess procurement management systems for participating agencies to conform to acceptable practice standards.
· Work with the project team and the beneficiary to develop a Solution Package that outlines the major procurement management capacity building initiatives that will be undertaken under the project.
· Work with the program manager to provide technical guidance in Procurement to ensure that all solutions packages and deliverables of the project are achieved in a timely and high quality fashion.
· Contribute to the accuracy, quality and timeliness of all the technical products and deliverables produced under the project.
· Other duties as assigned
Period of Performance:
The tentative start date for this upcoming assignment is expected to begin in May, 2015.
Location:Monrovia, Liberia
Required Qualifications:
· The Procurement Expert will have a minimum qualification Bachelor’s degree, advance degrees are preferred. A minimum of ten (10) years’ professional experience related to public procurement administration, including:
· At least 5 years managing procurement or purchasing operations in a government agency (experience in a senior leadership position preferred), including experience in developing solicitations, evaluation of proposals, bid documents, monitoring and evaluation/auditing of procurements;
· At least 5 years working in the procurement area in the context of multi-lateral donor-funded projects related to public administration and procurement reform, to include conducting procurement for multilateral organizations as well as assessing gaps in procurement policies and programs and developing and managing projects to improve performance in beneficiary organization.
· Experience in preparation and implementation of public procurement manuals and guidelines, and building capacity and providing training on implementing procurement programs.
· Experience working in a multi-cultural professional environment, preferably with Liberia or West Africa experience.
· Knowledge of donor procurement programs and procedures, international procurement norms and standards.
· Must be fluent in English, with excellent oral and written communication skills and able to fluently use MS Office software.For more information about IBI International, please visit www.ibi-usa.com.
