PLAN International’s Ebola response is budgeted at $60 million dollars. We are responding to Ebola in all three worst affected countries in the areas of health, WaSH, Child Protection, Education and Livelihoods.
We are looking for a Regional Ebola Finance Specialist to support Plan’s response and recovery to Ebola in West Africa by ensuring sound financial budgeting, tracking, cost recovery, reporting and management in the three worst affected countries and at the regional office.
You will supervise and support budget vis. expenditures, budget elaboration, General Ledger updates, purchase and payment management (PPM) in the Regional Office, Guinea, Sierra Leone and Liberia in coordination with local finance managers for Plan’s Ebola response and recovery interventions. In addition you will be responsible for ensuring consistent and accurate registration of expenditures, monitoring of budget burn rate, adequate updates of the PPM system, and local general ledgers.
In addition you will be responsible for.
- Supervising the updates on the purchase and payment system at regional and country level, and will make sure that budgets, budget amendments and modification are correctly uploaded and maintained;
- Provide tangible support in accountancy, advice on use of codes, revise current accountancy practices (use of natural codes, align and advice on the best use of the current financial registration tools;
- Ensure adequate cost recovery measures are in place, understood and used by country colleagues and applied to each funding opportunity.
A strong leader, with the ability to make effective decisions quickly, you will be an experienced Emergency Finance Specialist with a demonstrable track record leading and managing emergency responses. You will have extensive knowledge of the sector, applicable standards and donors in emergency.
Excellent communication skills: Fluent in both French and English
