Value for Money Consultant
Reducing Maternal and Child Mortality through Strengthening Primary Health Care (RMCH)
Purpose of this assignment
As part of our commitment to results, accountability and quality, Futures Group is focused on delivering Value for Money (VfM) and sound project financial management to effectively operate this programme while capitalizing on economies of scale and mitigating risks. Our technical design of a performance-based, LGA-focused delivery approach coupled with the use of an output-based payment method is a pillar of our value proposition.
However, for Futures Group, value for money means more than econometric analysis, but is more a way of thinking about and approaching programme design, implementation and evaluation to ensure the most cost-efficient achievement of results whose impact is durable beyond the life of the project.
Futures Group is looking for an experienced consultant to support the design and application of an approach and criteria to retrospectively assess value for money for the RMCH programme. As the programme draws to its final phase it is anticipated that the outcomes of the VFM evaluation will be used to build a defensible case to drive improvements in the overall RMCH work to date and ensure sustainability of programme interventions long after its closed ,as well as inform future programmes.
Objective of the assignment:
The RMCH programme is currently in its close out phase and has been in existence from May 2012 until April 2015, with an extension of 5 months up to the end of September 2015. The primary objective of the assignment is to demonstrate relevance of VFM in the RMCH programme to DFID and NDOH and show how the RMCH maximized the value for money approach by applying the VFM framework of economic expenditures and efficiently and effectively delivery of activities in a manner that is equitable .
The consultant is expected to take stock of experience and lessons learnt in the life cycle of the programme from each of the relevant VFM assessments in order to develop best practice that will contribute to informing RMCH on Institutionalization and scaling up of respective interventions as the programme draws to an end.
