PRIMARY RESPONSIBILITIES
The Monitoring and Evaluation (M&E) Manager will be responsible for designing and managing all monitoring, evaluation and research efforts for IntraHealth's projects in Namibia. He/she is responsible for the development and monitoring of M&E plans and ensuring the project performance management plan is implemented. He/she will be responsible for the development of data collection and reporting tools and support data collection efforts, analysis and reporting. He/she will support the project in conducting quarterly data quality assessments (DQAs), conducting periodic assessments, compiling the quarterly project reports and USAID's expenditure analysis reports. He/she will provide M&E technical assistance including but not limited to training, supportive supervision and mentoring to the IntraHealth International sub-grantee partners.
ESSENTIAL FUNCTIONS
  1. Ensure effective implementation of the project performance management plan and monitoring system, including collection efforts of all relevant data, management of the information, and its use in preparation of periodic reports.
  2. Assist in the design of all evaluation and research efforts linked to project targets and deliverables.
  3. Maintain an efficient and easy-to-use information management system for data generated by the project, including the baseline facility and community mapping exercises, annual assessments and the final evaluation. Provide leadership in the development of project operational research assignments including the use of statistical packages such as SPSS, and Epi Info. Travel regularly to project sites to provide direct technical support to monitoring and evaluation efforts (at least 40% travel time).
Manage, train and mentor M&E field officers that will be based at FBO sites to address quality and data, support implementation of HIV clinical cascades and the continuum of care.
  • Develop and provide M&E capacity building and training for IntraHealth staff, MoHSS, and implementing partners.
  • Coordinate the compilation of organization's annual expenditure analysis report
  • Supervise the process to write all project reports to donor and Government of Republic of Namibia.
  • Conduct Data Quality Assessment and data validation visits to project sites.
  • Collaborate with HQ-based MER Technical Advisor on any assessments or research, as well as data quality assessments. Respond to HQ requests for country or project data.
Requirements
EDUCATION/EXPERIENCE REQUIREMENTS
  • Master's in Public Health or a Bachelor's degree in Social Sciences, Health Sciences, Population Studies or a related field.
  • Minimum of three years' experience in monitoring and evaluation with an international organization, research institution or government, preferably in HIV/AIDS
  • Demonstrated competence to assess priorities, develop M&E plans, articulate research questions and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Strong expertise and/or education in research design and methodology and proficient in the use of SPSS and EpiInfo software packages.
  • Ability to work independently and take initiative.
  • Good report writing skills.
  • Familiar with MoHSS HIV M&E databases, particularly ePMS
  • Demonstrated competence with PEPFAR, CDC, and/or USAID monitoring and evaluation systems and reporting requirements desirable
  • Strong verbal and written English language skills.
  • Good computer skills in Word, Excel, Power Point.
