IBI International seeks qualified candidates for upcoming Asset Management short-term assignments in West Africa (particularly Liberia).
Background:
The Asset Management Expert will support the assigned project team to undertake needs assessments of beneficiaries, design targeted technical assistance and capacity building initiatives to ensure that the beneficiaries exhibit quantifiable improvements in the efficiency, effectiveness, and transparency in key asset management functions. S/he will work as an integral member of the project management team and will be responsible for helping to ensure effective inventory maintenance, fleet management and asset tracking. The successful candidate will be a self-motivated and detail-oriented individual who is able to work well in a deadline-driven, multitasking environment.
Responsibilities:
The consultant will have the primary responsibility for the following:
· The consultant will conduct a needs assessment of the beneficiary’s current practices, process and overall capacity in asset and fleet management, working with the beneficiary to determine desired level of performance and identifying the gaps between desired and actual performance level.
· He/she will assess which processes and, where appropriate, automated systems would be necessary to enable the beneficiary to track and inventory public assets
· He/she will design a solution package for the beneficiary to develop and implement policies and procedures and build staff capacity to maintain government assets effectively
· The consultant will work with the project assessment team and project beneficiary to develop a solutions package that outlines the major capacity building initiatives that will be undertaken under the project.

The tentative start date for this upcoming assignment is expected to begin in May, 2015.
Location:Monrovia, Liberia
Required Qualifications:
The Asset Management Expert will be an experienced professional with:
· A graduate degree in public administration, financial management, business administration or related field.
· At least 10 years’ experience in the development and implementation of modern public general services administration practices.
· Will have a proven track record, in systems development, including architecture, design, development and implementation.
· Knowledge of donor procurement programs and procedures, international procurement norms and standards.
· Experience working in a multi-cultural professional environment, preferably with Liberia or West Africa experience.
· Must be fluent in English, with excellent oral and written communication skills and able to fluently use MS Office software.
