EMERGENCY COORDINATOR BASED IN DIFFA
Job Summary
The Emergency Response Program Coordinator, under the direct supervision of the Emergency Response Team of the International Office Region West and Central Africa(IOR WCAF) based in Dakar, and in collaboration with the National Director based in Niamey, is responsible for managing, evaluating, communicating on and coordinating SOS Emergency Response Program in the Diffa region.
Working Relationships
- Is accountable to the Emergency Response Team of the International Office Region West and Central Africa
- Collaborate with the National Director for the coordination of the Emergency Response Program
Tasks and Responsibilities
- Is responsible for the coordination of the Emergency Response Program in Diffa in collaboration with the National Director;
- Is responsible for writing and submitting on time program’s reports to the IOR WCAF Emergency Response Team;
- Make sure the budgets are in line with the planned activities and the timeframe and correspond to the needs in the field;
- Implements Project Management and Monitoring mechanisms and tools to ensure program schedule, results and objectives are met in the defined timeframe;
- Conduct internal field missions to ensure the optimal implementation of activities on the ground;
- Create synergies between program’s components and staff;
- Is responsible for the recruitment of program staff in Diffa and ensure the application and respect of HR policies and procedures;
- Manage and supervise the program staff, including program officers, the accountant and all other recruited staff of the Emergency Response Program based in Diffa;
- Is responsible for the security of program staff and equipment;
- Monitor and assess the security situation and risks and ensure they are clearly understood by the program staff and participants;
- Manage program’s goods and equipment;
- Ensure the quality of internal/external communications documents and that they are line with SOS communications norms and procedures;
- Represent SOS Emergency Response Program externally and SOS Children’s Villages Niger (upon agreement by the National Director);
Profile and Qualification
- Minimum 6 months of field emergency experience;
- Minimum 3 years of Project Management experience including project planning, budgeting, monitoring and reporting;
- Hold a Master degree, or equivalent diploma, in international relation, public health, project management or other related fields;
- Good knowledge of the program management cycle in emergency settings;
- Demonstrable expertise and vision on the use of humanitarian standards;
- Demonstrable experience and capability to manage and monitor projects autonomously;
- Willingness and ability to be based in the Diffa region;
- Experience in child protection in emergency is an asset;
- Good communication and diplomacy skills with a strong ability to persuade and influence client and stakeholder relationships; will interface with 3rd party;
- Must have excellent knowledge (written and spoken) of French and English to meet donors’ requirement; Knowledge of local languages (Beriberi and/or Haoussa) is an asset;
- Ability to establish strong working relationships with local stakeholders;
- Ability to virtually work in a multicultural environment and to handle change;
- Good knowledge on Microsoft Office package with high level in the use of Excel is essential; proficiency in the use of Mapinfo/Gis/Adobe Photoshop for basic mapping and statistic softwares (SPSS and others) is an asset.
