Plan International UN office in Geneva invites proposals to carry out an internal evaluation of its work with country, regional and national offices and with the broader Plan Federation with regards to country-specific UN child rights monitoring and reporting processes over the last 6 years (2009 - 2015).
The evaluation aims at identifying the main lessons (successes and challenges) of the work of the Plan UN Geneva office with country, national and regional offices and other teams. The findings will help inform the planning and work of the Geneva office in the coming years.
The analysis will focus on a selected number of past experiences, approaches and methods adopted by the Geneva office in supporting Plan offices and teams in their engagement with UN child rights monitoring and reporting instruments in order to identify the approaches that worked best.
The project will include a review of past work, identification of successes and challenges of various approaches of work, identification of lessons and successful stories of interventions to influence policy practice and advocacy work, and identification of practical options and recommendations for the way forward.
The project started in March 2015, is being carried out over a period of four months (until June 2015) and is conducted in three phases:
- Phase 1 (March – April 2015): planning of the project, work plan, methodology and deliverables
- Phase 2 (April- June 2015): data collection, compilation, analysis and systematization of information.
- Phase 3 (June 2015) Final reporting and production outputs.

RESPONSIBILITIES
The CONSULTANT will:
Work on the second and third phases of the project, in particular:
In the SECOND PHASE: Data collection, analysis and systematisation of information
- DELIVERABLES:
- Review tools and provide inputs to questions; analyse questions In-depth interviews
- Carry out in-depth interviews with to up to 10 country offices, regional offices and Plan Geneva staff.
- Collect and analyse data from the in-depth interviews
- Collect and analyse data from the online survey
In the THIRD PHASE: Final reporting and production of inputs
- DELIVERABLES
- Technical report of the findings (from the past experiences), including guidance for the future possible approaches
- Executive summary of the findings with suggestions on the way forward
- Guidance note on opportunities and recommendations for future work based on the analysis
- Easy monitoring framework for future engagement in country-specific UN child rights monitoring and reporting mechanisms
KEY WORKING RELATIONS
The consultant will report directly to the project manager.
In carrying out his/her tasks, the consultant will interact with a variety of actors within Plan, including: Head of Plan UN office in Geneva, a reference group, Plan staff from country, regional and national offices, and Plan Geneva staff.
REQUIRED SKILLS
Essential:
- Proven senior-level experience in Monitoring, Evaluation and Learning (MEL) projects
- Proven knowledge about the UN system, and UN child rights monitoring and reporting mechanisms (such as the CRC, CEDAW, and the Universal Periodic Review)
- Knowledge about human rights, children’s rights, development and advocacy
- Europe-based
- Proven analytical skills
- Experience in working with NGOs
- High proficiency in the English language
Highly Desirable:
- Language skills in French and Spanish
START DATE: the consultant will have to be able to start working no later than 18 May 2015. Please note that this date is not negotiable
FEES: between 500-700 CHF/day, depending on experience
TIMING: the consultant will be needed for a period of around 25 days.
