CONTEXT:
United Nations (UN) peacekeeping and special political missions are more diverse, difficult and dangerous than ever. Civilian and uniformed personnel face immense challenges implementing multi-faceted mandates in often remote and austere environments and under rapidly evolving security conditions. At the same time, global economic uncertainty has placed a premium on pursuing efficiency and cost-effectiveness in our work.
In light of these realities, in 2010 the Secretary General launched the GFSS to modernize and adapt field support to bridge the gap between complex demands in the field and the UN’s capabilities to respond to them effectively and efficiently. The outcome is a new way of doing business that allows us to respond more rapidly and flexibly to both new and existing requirements and to serve our personnel in the field in a responsive, consistent and client-oriented manner, all while taking advantage of economies of scale and bolstering transparency and accountability in the management of scarce resources.
Supply Chain Management is about to be implemented in order to shift how we manage goods and services in field operations from a fragmented to a more integrated approach, resulting in a better match between requirements and supply, less waste, improved environmental friendliness, greater efficiency and better value for money.
1. OBJECTIVE: To support the implementation of MONUSCO Supply Chain Management and assist staff members to develop a SCM Standard of Procedures and Policies.
2. ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIP: The Incumbent will report directly to the Chief, Supply Chain Management.The incumbent will efficiently and effectively develop a SCM, SOP in coordination with Senior Management staff and other stakeholders
3. DUTIES AND RESPONSIBILITIES:
- Coordinates, review and update Supply Chain Management, (SOP) Standard of Procedures with the mission’s technical team.
- Develop Supply Chain Management policies, and design a detailed proposal / project, in close collaboration with the mission’s senior management and SCM stakeholders and technical working groups.
- Prepare and develop an internal communication plan in coordination with the mission’s senior management staff, to be disseminated to all Mission Support Staff with regards the implementation of SCM (incl. Human Resources, Capacity building, project timeline, etc…)
- Support SCM team in its monthly project report to UNHQ.
- Participates in design and strategy meetings/working groups/conference calls with SCM staff and partners.
4. QUALIFICATION:
- ****Education:****Advanced university degree (Master’s degree or equivalent) in project management, organizational development, Business Administration or equivalent. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Strong computer skills with MS Word, Excel, MS Access and PowerPoint. Excellent English report writing skills is required.
- Experience:Three years of technical writing experience, project management and /or team management and supervision is required. Knowledge to conceptualize, format, structure, write, edit, and finalize process manuals and standard operating procedures is also required. Ability to write new operating procedures including process flows is an advantage. Previous work in management consulting: project writing; process reengineering, Standard Operating Procedures (SOP) writing is desirable.
- Language:French and English are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; knowledge of French is desirable.
