TERMS OF REFERENCE FOR A PROJECT MANAGER CONSULTANCY FOR THE CONSTRUCTION, SUPERVISION AND MONITORING AND EVALUATION (M &E) OF WORKS AND SERVICES FOR CBM REGIONAL OFFICE NAIROBI
CBM is an international Christian development organization whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organization’s in low income countries to both develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programs and livelihood opportunities. Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation
The proposed Project Development Objective (PDO) of the CBM Regional office premise is renovation and upgrade of the building and amenities as below. The consultant project manager shall engage in the supervision and coordination of all works in accordance with the agreements signed with various service providers for the above scope of works until project completion including the completion of the defects liability period.
- Installation of a double gate security system;
- Expansion of the parking area;
- Renovation of the property’s roofing;
- Interior works within the building which will include; installation of a new carpet, additional wall in one of the offices, installation of two grill doors at the reception area, renovation of the accessible toilet and ramps in accordance to International Accessibility Guidelines, fabrication of a generator fuel shed
- Upgrading of the drainage and sewerage system
Reporting to:
The consultant will report to the procurement committee and with daily engagement with the Administration Department
Contract duration:
This will be agree upon during the project planning phase
Detailed Consultancy Scope:
The consultant is required to perform following tasks:
· Offer technical advice to the procurement committee on the review of the proposals received for the construction works;
· Draw up a work plan in consultation with the awarded firm/firms and CBM’s procurement committee for each component of the works.
· Ensure all the necessary licenses are acquired and CBM’s complies to the County Council by-laws and NEMA e.t.c
· Provide support to the CBM administration Department in the implementation of construction works of various components areas to ensure compliance with the contract agreements and Nairobi county council by laws.
· Ensure that Contract Agreement clauses agreed upon with the construction contractor and subcontractors are compiled in terms of quality as well as technical specifications;
· Maintain proper records of all tests carried out to ensure quality compliance;
· Monitor and inspect progress of construction works, by making regular follow up visits to construction site in order to ensure that construction works are performed within the agreed deadlines;
· Provide regular feedback to CBM on progress and share progress reports to the tender committee and update on any new developments in the course of the work.
· Perform any other duties related to the scope of the assignment that might arise and as determined by the Tender Committee.
Deliverables/Reports:
· The Consultant will submit reports detailing activities and progress of the construction works. The reports should include any current or foreseeable issues, suggestions or recommendations in order to ensure the successful completion of the project, including possible cost or/and time overruns, if any.
· The consultant will provide information on a regular basis in relation to the contractor’s performance, payment schedules as agreed, etc. A detailed evaluation of contractor’s performance shall be carried out by the consultant and remedial actions should to be suggested to CBM to expedite the progress.
· A final report detailing all activities undertaken during the assignment is expected at the end of the contract completion and another report after the defects liability period is complete.
· The Consultant will be responsible for verifying the accuracy of the “As Built Drawings” prepared by the firm, which shall include all components as detailed in the RFP completed on sites.
Required Qualifications and Experience:
· Be a member of the tendering Committee to be appointed to evaluate Technical and Financial proposals;
· Degree in Civil Engineering with over 7 years’ experience;
· Overall experience in civil, construction and project management (minimum 5 years of project management experience in Building Construction Supervision).
· Preference will be given to those who have similar experience working for INGO’s.
· Excellent communication skills;
· Project management skills
