PUBLIC HEALTH ENGINEER TEAM LEADERS (PHE TL) – EBOLA RESPONSE IN SIERRA LEONE

Location: Sierra Leone; 1 post in Freetown and 1 in Koindugu.
BACKGROUND
The Ebola crisiscontinues to escalate in Sierra Leone and Liberia. The outbreak has spread to all 14 districts of Sierra Leone with the case load of 11,619 deaths, and 3,629 deaths as of 9th of April 2015. Since the start of the crisis, OGB have worked closely with the District Health Management Teams (DHMT) to provide essential PPE kits for Contact Tracing, Burial and Surveillance Teams, and set up the water & sanitation units either at Community Care Centres, Public Health Units, and Ebola treatment centres together with the DHMT or other health actor NGOs, plus the wide encompassing community based hygiene promotion activities ranging from contact tracing and referrals, community mobilisation, distribution of hygiene kits and hand washing facilities.
Prior to the crisis, access to sanitation and safe drinking water were long term issues which the Oxfam teams Sierra Leone had been working to address. The relationships and experience formed from this work have been leveraged into the core of this response as Oxfam increases the technical and material capacity of organisations and communities, which are working on the front line of the Ebola crisis.
OXFAM /TEAM PURPOSE:
The critical actions for OGB will be to support health facilities and medical teams, continuation and expansion of prevention and outreach activities through hardware facilities and social mobilisation, active case finding with referrals, distribution of hygiene kits, and support to families in isolation. And in conjunction with this, advocacy and coordination with the government, medical and WASH agencies to ensure the critical gaps are highlighted and brought to the attention of key national, regional and international stakeholders.
JOB PURPOSE:
The Public Health Engineer Team Leader will be responsible for providing technical support to the establishment of ECU’s, quality assurance and technical training for the operation and maintenance of ECU’s, Isolation Units, PHU’s and access to WaSH services in the communities. This post will be both responsible for the emergency phase (as cases still exist) and then transitioning to the recovery phase.
PERSON SPECIFICATION
The ideal candidate for this role will have a relevant qualification in a WASH related discipline (engineering; environmental health; public health, etc.), substantial experience managing or coordinating WASH programmes (both national and international experience), experience in designing and implementing water-sanitation and/or hygiene promotion programmes in a development context and experience working in cholera or similar disease outbreak crises implementing WASH facilities and liaising with medical organisations. They will have experience in managing/training of staff on design & construction of WASH interventions, previous experience in programme design for urban/development as well as rural context and proven experience in developing proposals for institutional donors. Futhermore, they will have experience in carrying out assessments, quantitative and qualitative monitoring and evaluation methods.
Desirable competence: Understanding of the Ebola/Sierra Leone/Liberia context and experience of working in different countries within the West African region
