Monitoring and Evaluation Officer
Description:
Zimbabwe National Network of People Living with (ZNNP+) is an umbrella body whose mandate is to represent and coordinate the interests of members, networks and support groups of PLHIV. The organization key focus areas are capacity building and governance, resource mobilization, networking, capacity strengthening, operations research, advocacy and resource mobilization.
Responsibilities:
The officer will manage the monitoring and reporting of all project activities and results as well as lead the program learning and innovation efforts. The position is answerable to the M&E Adviser. The candidate will be based in Harare with up to 25 % travel outside of Harare.
Key functions will include:
  1. Designing of agency M&E framework and reporting system.
  2. Designing, implementing, monitoring and updating the Projects Performance Monitoring Plan and supporting databases.
  3. Compiling project results for regular reports to donors, including Global Fund NAC, SAT, Trocaire, Oxfam, GNP+, ARASA, SAFAIDS, VSO , MOHCC and Private Sector.
  4. Design and test, baseline surveys, routine data collection, and implementation research protocols. Develop organizational program tracking and reporting tools.
  5. Conducting or supervising routine data collection, data entry, cleaning, and analysis.
  6. Writing reports of special studies and learning questions, developing manuscripts for presentation and/or publications.
  7. Ensuring data quality and support in developing data quality self-assessment techniques.
  8. Developing the M&E capacity of project staff and affiliates or networks
  9. Working closely with the project team, donors, affiliates or partners to ensure all aspects of the program strategy, design, planning, implementation, and monitoring are technically sound and uphold quality standards
  10. Develop TORS and Supervision of consultants to ensure quality deliverables
  11. Lead the establishment of an M&E or operations research unit that can support analytical work for the sector to inform innovation and programing.
  12. Documentation of good practices and program human interest stories
  13. Guide and lead projects monitoring and evaluation exercises based on donor expectations.
  14. Provide support and supervise M&E Assistant.
Qualifications:
  • Social Sciences Advanced Degree or Public Health professional with advanced degree with a combination of training and experience. Sound Operations research experience
  • 5 years’ experience in the design and implementation of monitoring and evaluation of donor funded programs in Zimbabwe and Southern Africa
  • Development Consultancy experience
  • Formal training and prior experience in the monitoring, evaluation and donor reporting
  • Experience in operations research, evaluation and impact evaluation
  • Experience in research and publications in peer reviewed journals preferred.
  • Ability to organize and work with teams to produce high quality project deliverables on time, as per funding partner’s standards and according to budget.
  • Proficiency with MS Office Suite, with Excellent MS Word, Excel and Power Point Skills, and familiarity with database and statistical analysis and packages commonly used in public health programs e.g. SPSS, Access, Epi info, STATA, or other.
