Technical support for the development of CARE International’s Emergency Response Database

  1. Emergency Database Project – Summary
The Operations and Programme Quality teams of the CARE International Emergency Group (CEG) are seeking Expressions of Interest (EoI) for technical support in the development of an electronic database that enables CEG to organise and process emergency and emergency response related data in an efficient, secure and user friendly manner.
CEG has been collecting information and data on emergencies since 2006 primarily to keep track of emergencies and CARE’s responses, and secondly to generate aggregated data for periodic activity and performance report. Scope and nature of information needs have evolved through time to reach a level of where the range data to be collected and processed has grown size and complexity.
The current Excel based data management tools are too work intensive for a rapid and consistent data entry, and too cumbersome for efficient data analysis.
A user-friendly and expandable data management system is needed to systematically and automatically organise, manage and update data and information collected from different sources worldwide about emergencies and CARE’s responses. The new system is expected to increase efficiency and quality of data recording, processing and analysis for timely and informed decision making at operational and strategic levels.
  1. Users and Clients
The data base is expected to:
  • Allow one database administrator to prepare, modify or expand data entry masks / templates; to enter, delete and modify data in all sections of the data base; to authorise and occasionally control data entry into specific sections by authorised information managers; and to run super queries.
  • allow a small number (<5) of data managers to enter, delete and modify data from various locations through predefined entry masks / templates into specific sections of the data base related to the scale, scope and quality of humanitarian crisis and to CARE’s crisis responses following a pre-defined format, and to run super-queries.
  • allow a small group of super users (<10) to run (pre-defined) queries in the data base for responding to recurrent and ad hoc information requests.
  • allow a wide range of users to view data (potentially through online interfaces) following pre-defined queries or in pre-defined reports (with limited drill down options) for purposes of media or advocacy communication, response performance evaluations or extraction of data for other data collection systems in CARE International.
  • Software requirements:
The database is expected to run on off-the-shelf software which is Windows compatible, allowing for exporting data into Excel, facilitating the design of data-entry templates and the definition of data queries or report templates, and reducing level of effort for maintenance / updates.
The database is expected to initially contain at least 200 data points (50 main fields, 150 subfields) containing both numeric and text data with up to 50 datasets per year.
In order to allow for the analysis of trends within specific time periods (e.g. evolution of population data for a specific emergency / emergency response) the database should allow for the saving of historical data for specific data points.

  1. Service requirements:
The selected service provider is expected to:
  • Provide onsite support in the CARE International Secretariat / CEG offices in Geneva during design and data migration phase (2-3 months, approximately 2 days / week).
  • Propose 2-3 initial software options and demonstrate relevant functionalities for each option with CEG relevant data
  • Design data base, data entry interfaces, initial set of pre-defined queries and reports in the selected
  • Train data base administrator and data managers
  • Support migration of existing data from current into new data base
  • Provide technical assistance to data administrator for at least 6 months during start-up phase (approx. 1 day every two weeks).
Service start-date: 15 May 2016.
  1. Expressions of Interest (EoI)
In the EoI the service provider should:
  • Include an initial proposal of soft-ware options with a brief analysis of advantages and disadvantages including (but not limited to):
    • Data entry facilities (online and offline)
    • Data quality management
    • Data visibility
    • Data analysis and reporting
    • Data security
    • Data migration
    • Software and hardware requirements
  • Propose work flow and ways of working
  • Analyse and review expected level of effort for the service tasks listed above
  • List task relevant past-performance information
  • Provide client references with indication of services provided
  • Indicate task relevant terms and conditions including service fees.
  • CV of technical staff assigned to this service
  • Proof of business registration in Switzerland
