OVERVIEW OF THE POSITION
The Fuel Manager will be responsible for the receipt, storage, accounting and reporting of all fuel supply and delivery.
GENERAL FUNCTIONS
Role objective:
• Supervise fuel storage capacity and fuel distribution point in all location, including security and safety (related to fuel storage and distribution)
• Supervise fuel storage capacity and fuel distribution staff in all location
• Train staff dedicated to Fuel management to the safety and security rules/regulations
• Ensure that all fuel receipt is properly documented, including any shortage justified
• Ensure that the fuel quality control of the bulk fuel is done for each fuelling of CLIENT tanks. (Quality control process must be established)
• Make periodic random checks during Fuelling/delivery operations to ensure that the fuel per vehicles/Agency confirm to the quantity recorded on the documentation (log book, excel sheet)
• Ensure that the adequate equipment such as pumps, fire extinguishers, security equipment are implemented and utilised in accordance of the safety/security rules
• Implement FleetWave Fuel management Module in all locations
• Ensure that the supply of bulk fuel is done in the way to avoid shortage of fuel
• Overall management of fuel, including forecasting, ordering, delivery and consumption analysis.
• Forecasts and plans fuel delivery for all Fleet bases as per consumption data, ensuring that enough fuel is available all time on Fleet sites.
• Utilizes efficiently available resources for fuel delivery and ensures fuel delivered in right quantity and quality.
• Analyzes data and makes short and long term supply plans and budget forecast to ensure that fuel is available in case of emergency situation in the region or area.
• Tracks and analyses the utilization/ consumption of fuel/ consumables per each cell site allocation, tracks any change and updates records accordingly.
• Creates reports based on forecast, delivery, & consumption as per guideline, identify the problem areas and suggests improvement.
• Analyzes and monitors fuel management process and suggests for improvements.
• Ensures that fuel consumption tests are conducted from time to time.
• Liaises with the Administration section for the invoicing of the approved fuel usage for the month.
• Ensures implementation of appropriate training programs, including preventative maintenance and safety, for new hires and recurring training for experienced employees.
• Loss or damage of Cargo, Spares, Tools or Equipment as well as Loss of Fuel in the care of the employee shall be deducted from the salary based on CIF value or Local Market Rate, whichever is prevailing. This can also lead to penalties or dismissal to the Personnel and penalties on the Service Provider or Contractor.
• Reviews all equipment and personal injury accidents that take place at the fuel facilities and develop corrective action, incorporating CLIENT policies.
Expected output:
• Experience: 5 years progressively responsible post-graduate experience in Fuel Management
• Previously military experience with fleet management would be highly regarded.
• Computer Skills
Project reporting:
Prepare the monthly fuel report (receipt and delivery) to the Head of Logistics
Provide technical assistance to the staff involved in fuel management
Control the utilisation of all commodity related stationary
Perform other related duties as assigned

ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Mathematics or Equivalent.
Work experience:
§ Minimum of 3 years of demonstrable relevant Logistics experience and/or minimum of 3 years of demonstrable relevant Military experience.
Geographical experience:
§ Minimum of 3 years of experience in Africa with local experience in Khartoum is an advantage.
Languages:
Fluency in English is essential. Basic knowledge of Arabic would be a plus
