Short-Term Consultant, Abattoir System Enterprise Development Expert, Guinea
A. Background
The Government of Guinea’s (GoG) Ministry of Elevage (MoE) is completing the construction of an abattoir system, consisting of an abattoir in the Dubrécka prefecture (30 km from Conakry), two sites for fattening and holding within 5 km of the new abattoir; and nine sites for local butchers in Conakry.
The Ministry desires to complete and launch the abattoir system through a public-private partnership (PPP) that ensures is a sustainable, market-based operation; and provides a successful model for further PPPs. USAID seeks to provide technical assistance to the MoE to support the following a) completion of facilities/sites (ensuring sound practices and efficiency); b) updates to existing value chain/market analyses for domestically marketed beef and small ruminants; and c) the development of the a business plan, financing options, and the PPP. The LEO project will manage this consultancy.
LEO is recruiting two consultants to work jointly with a working group of staff from MoE and other ministries in this effort, building local capacity and ownership while grounding the project in the local context. One consultant will focus on aspects related business, finance and the PPP; while the other will focus on the technical design and operations of the abattoir system—including facilities, logistics, food safety, environmental management and regulatory compliance. The consultants will work seamlessly to inform all aspects of the project from desk research and fieldwork to analysis to deliverables, however.
B. Scope of Work
1. Tasks
The enterprise development expert will lead work on the business and finance aspects of the abattoir system (abattoir, butcher sites, feedlot and holding area), collaborating seamlessly with the abattoir technical expert, and partnering with the MoE working group:
a. Due Diligence/Analysis of the abattoir system in its current state. This includes any proposed operating plans, as well as the physical sites and equipment; and will consider aspects such as appropriateness of infrastructure, economics/finance, food safety, environmental impact (including waste and climate impacts), animal and product transport, and inclusion and benefits for women and youth.
b. Asset Valuation for the abattoir system in its current state, and additional assets needed for its completion and operation as a profitable enterprise.
c. Business Plan Development: This will cover all aspects of abattoir system operations and business development/management, including concessionaire firm, feeding, stocking, local butcher facilities and businesses, cooling, storage, fees and revenue and costs, logistics and environmental management. It will also cover an end market analysis for meat cuts for domestic markets (a broad analysis building on prior work and considering regulatory/enabling environment and market factors), identify viable associated businesses such as processed meat; and address equitable inclusion and benefits for women and youth. The business plan will define several proposals for the businesses, prioritized and defined per feasibility assessments that validate them to be bankable investments. The MoE will review and select from these options.
d. Concessions for Abattoir system Operation (tender process and concessionaire role): This will be designed closely with the GoG to ensure a market-based, transparent, equitable process.
e. Other Key Tasks as specified by the Mission, within the project scope and budget.
2. Deliverables—in French
a. Due diligence for abattoir system (i.e., including associated sites: local butcher network, feedlots, and holding areas—report and presentation
b. Asset valuation for abattoir system- report and presentation.
c. Business plan for abattoir system - including proposed options backed by initial feasibility analyses for bankability; and presentation of same
d. Plan for abattoir system concessions, including means of tendering concession, and concessionaire responsibilities; and presentation of same
3. Level of Effort
The level of effort is anticipated at eight to ten weeks, with 4-6 weeks in country. The consultancy will begin in June and must be completed by the end of August 2016. The LEO Project management must accept deliverables associated with each phase of the LOE in order to remit payment.
4. Minimum Qualifications
· Bachelor's degree in related area such as agricultural economics, business or finance. Master's degree or equivalent strongly preferred.
· Ten years of relevant experience in business and finance; five of which shall be in developing countries, preferably in Guinea or West Africa. Experience should include business, finance and value chain work on livestock (cattle and small ruminants), abattoirs and PPPs in the target region.
· Familiarity with livestock value chain in Guinea or West Africa
· Demonstrated knowledge of value chain and market systems assessment; and best practices in value chain development (i.e., USAID’s value chain and facilitation approach) that reaches women, youth, and the poor
· Creativity, willingness to innovate, think systemically and propose catalytic interventions
· Strong ability to work independently and on a team
· Strong English writing and communication skills, and organization
· French proficiency, including ability to draft deliverables and give presentations in French
