I. About Saferworld
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
II Overview of the programme:
In July 2012 Saferworld began a four-year, multi-country programme entitled “Improving the conditions for reconstruction and development in Bangladesh, South Sudan and Yemen” supported by the Netherlands Ministry of Foreign Affairs. In all three countries our work is guided by Saferworld’s Community Security approach which is about helping to make sustainable improvements to people’s perceptions and experiences of safety and security. The approach focuses on understanding what makes communities feel insecure and finding locally appropriate ways of responding to these causes in partnership with local authorities and police.
Saferworld is looking for an experienced evaluator/evaluation team to conduct a final evaluation of the work undertaken in South Sudan as part of this multi-country programme. Separate consultancies will be advertised for Bangladesh and Yemen.
The overarching programme outcome areas are outlined below:
· Targeted communities in South Sudan (two states/one additional county) experience improved security leading to conditions that allow for increased socio-economic development
· Authorities and state institutions responsible for public security in South Sudan demonstrate increased willingness to consult with communities on security provision, incorporate community concerns into their responses, and operate to standards that are transparent and legitimate
· Communities and CSOs in South Sudan, demonstrate increased capacity to dialogue with and hold authorities and governments to account on security provision and conflict prevention interventions
· International and national development actors in South Sudan (including donors, national and local authorities, INGOs and local NGOs) have been influenced by the results and lessons from the programme to better address underlying conflicts and increase the peace dividend for participating communities
III. Description of the task
The purpose of the consultancy is to conduct a final evaluation of the above-mentioned programme in South Sudan. The consultant will:
· Assess the impact of the programme against the programme’s objectives and theories of change and analyse the sustainability of results. This includes reviewing the processes behind the programme, as well as the key outcomes of the programme.
- Analyse which factors and constraints have influenced programme implementation, including technical, managerial, organisational, institutional and policy issues, in addition to other external factors unforeseen during design.
· Assess Saferworld’s partnership approach and provide lessons learned in relation to Saferworld’s working to scale model and sustainability of results in South Sudan.
· Provide lessons and best practice behind community security more broadly to support organisational learning and thinking.
The evaluation should look at whether the assumptions made and approaches used in the programme have contributed to bringing about positive (and/or negative/unintended) changes and achieved the anticipated results, and how they could be improved for similar or potential follow-up projects, both in terms of programmatic objectives as well as the overall programme methodology.
