Job Purpose:
To coordinate the development and implementation of monitoring and evaluation strategies, frameworks and tools that will ensure accurate and timely information and feedback to stakeholders. With the programme team, the PME Coordinator will plan for and conduct data quality assurance and monitoring activities and will be responsible for providing the team with standard and ad hoc progress reports.

Key Responsibilities:
Monitoring and Evaluation Strategies and Frameworks
Develop and implement RECSAF and programme/project specific monitoring and evaluation strategies and frameworks;
Ensure that strategies and frameworks are coordinated at all levels, making certain that technical work plans and monitoring and evaluation plans are integrated;
Liaising with Gender Coordinator and focal point person to ensure that gender is integrated into M&E strategies and frameworks.
Data Collection and Management
Coordinating and overseeing the setup and management of a programme database, working with programme staff to ensure data is up to date on Plaza;
Work with project teams to design and implement data collection tools and forms;
Developing data collection procedures and ensure compliance with such procedures;
Facilitating training for staff responsible for data collection and other key staff as required;
Coordinating data collection activities and regularly monitoring data quality;
Overseeing programme data quality - ensuring that data collected is in line with set indicators and responds to set project or programme targets.
Coordinating baseline assessments and targeted evaluations - conduct qualitative and quantitative analysis.
Internal and External Reporting
Support senior management to communicate and manage information effectively and to access data that facilitates efficient decision-making.
This will involve working with project and programme managers to produce progress status reports and inputs for designing new programmes and fundraising;
Compiling and presenting data for reporting of programme progress and impact to both internal and external stakeholders, work with communication team and assist in developing annual reports, Board Reports
Capturing lessons learned and best practices, documentation and dissemination of information, workshop presentations, conference abstracts, articles, etc;
Mentoring and building the monitoring and reporting capacity of the programme staff; Liaising with funders/investors and coordinating external evaluation missions
Requirements:
Degree and/or Masters in Agricultural Economics, Project Management, M&E or Social Sciences.
At least 3 years' experience in designing and implementing M&E frameworks for agricultural and/or sustainable development projects/programmes.
Understanding and experience of M&E strategies and frameworks in Agribusiness and/or commodity value chain programmes.
Good understanding and experience of developing and applying data collection tools.
Solid experience in conducting qualitative and quantitative assessments.
Experience with at least descriptive analysis of quantitative data (experience with quantitative or qualitative data analysis a plus)
Experience with event organisation, logistics, administration, and project or research management.
Solid understanding of basic principles of research and evaluation design.
Good working knowledge of statistical packages for management and analysis of quantitative data (including creation of clear graphics and tables)
