Context:
Under the overall supervision of the Regional Director in Pretoria, the direct supervision of the Senior Regional Resources Management Officer (SRRMO), and in close coordination with Regional Programme Managers the successful candidate will provide support and guidance in the programme and resources management of the Partnership on Health and Mobility in East and Southern Africa (PHAMESA), US Department of State, Bureau of Population, Refugees and Migration (PRM) and United States Refugee Admissions Program (USRAP) in Southern Africa.
Core Functions / Responsibilities:
- Assist the Regional Program Managers and SRRMO in the management of administrative, human resources, financial, budgetary, procurement and logistics aspects of all Regional Programs in Southern Africa in coordination with concerned mission resources management and other support staff.
- Monitor the financial status of all Regional Programs activities and projects in South Africa and the region, and regularly report on the same to the Regional Program Managers and SRRMO. Evaluate regular financial reports and take action to resolve anomalies and unusual trends in coordination with concerned missions resources management staff, and as guided by the Regional Program Managers and SRRMO.
- Prepare/ revise budgets and PRISM project structures for on-going and new Regional Programs. Analyse variances between budget and actual expenditures of Regional Programs in the region. Review and consolidate budgets, narrative, service fees and reports for Regional Programs in South Africa prior to submission to Headquarters Units.
- Respond timely to ad hoc requests for information, statistics, cost estimates and budgets. Determine, harmonize, review and establish, through cost-benefit analysis, the fees for all operational services to be charged to resettlement partners and migrants for on-going and new USRAP and Health Assessment projects in South Africa and in the region in coordination with concerned missions in the region.
- Oversee and supervise the smooth functioning of the Regional Programs support staff, including: compliance with IOM general instructions on areas of administrative, finance, mobile mission logistics, procurement and security; verification and certification of service provider invoices; preparation and submission of donor invoices; coordination and follow up of procurement requests; provision of WBS for Regional Programs staff and office cost allocation; use of external service providers.
- Review agreements and contracts with various service providers, suppliers and partners in coordination with the Legal Department, IOM Pretoria and/or concerned missions in Southern Africa.
- Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
- Review Regional Programs and Projects proposal budgets in coordination with the Regional Program Managers and SRRMO in RO Pretoria.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Professional certification as Chartered Accountant or Certified Public Accountant an advantage.
Experience
• Experience in financial management, accounting and budgeting; • Experience in preparing reports, budgets, statistics and coordinate administrative activities; • Knowledge of IOM’s regulations, policies and procedures; • Knowledge of IOM accounting systems, software and procedures; • Knowledge of IPSAS and SAP (PRISM) highly desirable; • Previous experience in Regional Programmes, such as CT, LM, USRAP and GHAP required.

Fluency in English is required.
