Established in 1951, IOM is the leading governmental organization in the field of migration and works closely with governmental, intergovernmental and governmental partners. Context:
The Department of Operations and Emergencies (DOE) oversees the full spectrum of IOMs migration related activities. It coordinates IOMs participation in humanitarian responses, provides migration services in emergencies or post-crisis situations, and promotes stabilization, transition and recovery at the individual and community levels. The Department provides technical support to field efforts, particularly in responding to forced migration and large scale population displacement, including protracted internal and border displacement and refugee situations; delivers strategic recommendations on both policy and operational issues; and provides guidance to field operations on project development and implementation agency coordination.
In addition to undertaking specialized projects and programmes, DOE is composed of four divisions and one unit: (a) Preparedness and Response Division; (b) Transition and Recovery Division; (c) Land, Property and Reparations Division; (d) Resettlement and Movement Management Division; and (e) Statistics and Knowledge Management Unit. The Department also supports the secretariat of the led Migrants in Countries in Crisis (MICIC) initiative.
Under the direct supervision of the Director of DOE, the successful candidate will support the
Director to oversee and coordinate DOEs field operations portfolio, including activities undertaken in preparedness, emergency response, transition/stabilization, resettlement and movement contexts, ensuring coherence of purpose among the respective thematic areas which fall under DOEs purview. In addition, the Deputy Director will support the Director to manage related institutional tools, policies and strategies including ensuring the implementation of the IOM Migration Crisis Operational framework (MCOF), Principles for Humanitarian Action (PHA) and other humanitarian policies, as well as the IOM Migration Governance Framework (MiGoF) and external frameworks as they apply in DOE contexts such as 2030 SDGs (sustainable development goals) in relation to for example to forced migration, peace and stability.
Core Functions / Responsibilities:
The Deputy Director serves as the Directors principal adviser on humanitarian and crisis issues as well as provides substantive support to the direction, planning, management, implementation and monitoring of the work of the Department. The incumbent will also assist the Director to position and promote IOM humanitarian and related objectives and priorities within multilateral processes and partnerships. The role of the Deputy Director will be further to support the Departments overall coordination and collaboration with other Headquarter departments and divisions as well as with Regional Offices and Country offices and across the organization as whole, in order to enhance the timeliness, relevance and quality of the technical outputs. The Deputy will also ensure congruence between the Departments substantive and technical objectives in relation to available resources.
In particular, the Deputy Director has the primary responsibility for the following key roles: a) crisis analysis and strategic planning; b) technical leadership and coordination; c) management of the Departments resources and institutional obligations, including operationalization of substantive and technical objectives and monitoring results.
A. Crisis analysis and strategic planning
• Coordinate and oversee the work of DOE teams, including heads of divisions, to assess and analyze major conflict, resettlement contexts, trends and developments in relation to IOM strategic direction, polices, operational capacities, and their implications for the work of the Department and the organization as a whole.
• Advise the Director of the Department on related matters, and recommend and oversee specific courses of action, including staff deployments as well as the mobilization of internal funding mechanisms.
• Supports the Director in strategic planning and in identifying priorities for the work of the Department and its divisions, also ensuring the Department fulfills wide policies and commitments.
• Ensure the coordination of policy formulation, technical support and strategic planning from an overall department and organizational wide perspective.
• In coordination with relevant departments and units of the Organization, oversee the research and policy processes and outputs of the Department, including promotional materials, and the preparation of Migration Dimensions of Crisis Working Papers.
B. Technical leadership and coordination:
• In coordination with relevant divisions and departments, oversee IOMs field operations in crisis and humanitarian emergency contexts, including in relation to movements and humanitarian operations.
• Support the Director to maintain ongoing dialogue with partners as well as development institutions on migration and mobility trends in crisis situations.
• Act as IOMs primary focal point to the Agency Standing Committee (IASC), including serving as the focal person for the IASC Working Group and representing IOM in the IASC Emergency Directors Group (EDG).
• Oversee the Departments development of policies and guidelines in the context of scale
emergency responses, including Level 3 operations, emergency operational manual, supply chain management in coordination with DRM and other key internal processes for which the Deputy Director will coordinate DOEs support measures, in collaboration with relevant divisions and units at Headquarters.
• Undertake field missions to oversee the effective implementation of IOM crisis operations and participate in joint missions, including representing the Director on Emergency Director Group (EDG) joint missions in order to ensure that the mobility dimensions of crisis and IOM positions are adequately reflected in agency efforts.
• Support the Director in developing global operational partnerships with relevant governmental, multilateral and governmental partners in coordination with relevant divisions and the International Cooperation and Partnerships Department.
C. Management of the Department’s resources and institutional obligations
• In coordination with respective Regional Directors, support, supervise and coordinate the work and activities of the Departments Regional Thematic Specialists across IOMs nine Regional Offices.
• Oversee the coordination and preparation of institutional documents, including, among others, the annual Director Generals report, MCOF reporting, papers to the governing bodies, etc.
• Support the Director to lead and guide the Departments contribution to knowledge sharing systems, MiGoF, gender policy, monitoring and evaluation and based management.
• Provide updates to the Director on policies, activities, reports, statistics and analyses related activities and planning undertaken by the Organization.
• Act as Officer in Charge during the absence of the Director from Headquarters.
• Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in Political or Social Sciences, Humanitarian Affairs, International Relations, International Humanitarian Law or a related field from an accredited academic institution with ten years of relevant professional experience.
Experience
• Operational experience in humanitarian emergencies and/or crisis and crisis settings;
• Sound knowledge of financial and business administration and of the principles and practices of management;
• Experience in the mobility dimensions of crisis, including legislation, policy and direct expert advice/support to governments as well as in liaising with governmental and diplomatic authorities and international institutions;
• Sound knowledge of project cycle as well as of monitoring and evaluation.
Languages
Fluency in English is required. Working knowledge of French, Spanish, Arabic or other languages is an advantage.

  1. In the interest of widening the pool of applicants for this position that is expected to coordinate DOEs work as it relates to protracted humanitarian and post crises situations, including L3 emergencies, as well as interagency coordination frameworks, the commensurate and relevant work experience has been adjusted to minimum of ten years for those candidates who have significant and relevant experience in the mentioned fields of work.
