Background
PIVOT’s mission is to combine accessible and comprehensive health care services with rigorous scientific research to save lives and break cycles of poverty and disease. www.pivotworks.org
As one of the ten poorest countries in the world with among the most under-resourced health systems, Madagascar suffers from an unjust burden of disease. PIVOT works in direct collaboration with the Madagascar Ministry of Health to enhance healthcare delivery at the community, health center and hospital levels. In addition to providing direct health care services, PIVOT engages in poverty alleviation initiatives, conducts monitoring and evaluation of health systems strengthening (HSS) activities, and supports research. The HSS efforts led by PIVOT aim to directly relieve unnecessary suffering and death among the population near Ranomafana National Park and to serve as a model for national scale up. The organization is partnered with and modeled after Boston-based NGO, Partners In Health, which implements similar projects in twelve countries.
Launched in January 2014, PIVOT now has a staff of more than 110 employees in the Ranomafana office (currently including seven expatriate staff members) and seven in the U.S. The leadership team is made up of 3 directors and an additional 10 managers. Ifanadiana district has one district hospital and 19 health centers of which PIVOT currently supports 4 and aims to support all 19 within the next 3-5 years. The annual operating budget is $3.5M including the research-granting arm of the organization. Ranomafana is an 11-hour drive from the capital, Tana, and 1.5 hours from Madagascar’s forth-largest city, Fianarantsoa. PIVOT’s office operates in French with the local employees speaking both French and Malagasy.
Position Description
The Finance Manager runs all aspects of the internal functions of the finance office as well as providing mentorship to the managers of other teams to understand their budgets and spending. Currently the finance office is staffed by a manager, a junior accountant, and an assistant. We expect the staff to grow by an additional 3-5 over the coming year as finance staff representation outside the office at health centers and social support programs becomes a part of the office role. An important part of the Finance manager’s role is capacity building through mentorship for junior staff. PIVOT does not have restricted funding or government/grant monies as of now.
Currently the finance office has the following responsibilities:
  • Management of daily transactions including booking expenses in Quickbooks
  • Cash advances
  • Regular reconciliations
  • Management of employee Airtel Money (system for salary payments via cell phone) and bank accounts (set up by project)
  • Monthly close in coordination with Boston office
  • Regular reporting including Budget to Actual and funding information needed for donors
  • Support to pharmacy team managing reimbursement of pharmaceuticals at patient-level to health facilities (i.e. paying patient bills at 4 health centers, district hospital, and university hospital)
  • Support to supply chain and infrastructure teams in stock management and valuation
  • Other responsibilities as needed to run efficient and effective finance office
Qualifications and competencies
  • CPA or equivalent. Familiarity with French accountancy compulsory. Strong knowledge of French and English GAAP.
  • Professional working French (required) and English (preferred)
  • At least 2 years of relevant professional experience preferably within in international projects, with demonstrated progressive responsibility
  • Experience and interest in mentoring staff
  • Quickbooks experience (preferred not required)
  • Attention to detail and ability to follow through on plans and ideas
  • Ingenuity and problem solving approach
  • Interest in teaching and mentorship of local staff
  • Flexibility (as things change quickly and job descriptions evolve over time)
  • Sense of humor and positive attitude
  • Commitment to working in solidarity alongside the rural poor
Employment details
  • 6 weeks annual vacation in addition to sick time and public holidays
  • 6 months housing after which employee is responsibility for finding community housing
  • Annual home leave plane ticket
  • Salary based on PIVOT scale and available upon request
  • Position to be offered for 1 year (renewable)
