Purpose
The purpose of the MTE is to assess the extent of progress achieved to date as well as to identify specific areas of improvement that would enable the project to fully meet its objectives.
Background
International Relief and Development (IRD) is recruiting for an Evaluation Team Leader to manage and direct an mid-term evaluation of the three year U.S. Department of Agriculture (USDA) funded Cashew Value Chain Enhancement Project (CEP2) in Senegal and Gambia (September 2012- December 2015) CEP2 aims to promote the cashew value chain in selected regions of Senegal and The Gambia. With the objectives of improving agricultural productivity and expand trade of agricultural products, an estimated 20,000 farming households are expected to benefit directly from the program through December 2015. IRD seeks a highly qualified consultant to lead a Mid-Term Evaluation (MTE) of the CEP2 program in Senegal and the Gambia from October to November 2014.
Objective
Evaluation Team Leader will manage and direct a mid-term evaluation (MTE) of the three year U.S. Department of Agriculture (USDA) funded Cashew Value Chain Enhancement Project (CEP2) in Senegal and Gambia (September 2012- December 2015).
Activities
The Evaluation Team Leader will oversee the design and management of a high quality mixed methods evaluation and will accomplish the following:
- Conduct comprehensive desk review of CEP2 project documents, including goals, objectives, indicators, successes, and challenges to date, etc.;
- Provide expert technical leadership for the development and implementation of the evaluation design, required data collection instruments, and data analysis, in coordination with the Evaluation Team and IRD;
- Develop the MTE data collection and analysis tools (interview schedules, survey plans, etc.) and address feedback from HQ and Field M&E teams;
- Be responsible for overall quality control of the evaluation design, management, and report writing process and the production of a high quality evaluation report, data sets and other deliverables in professionally accepted standards (in English);
- Lead and execute data collection, analysis, and report writing;
- Travel extensively and oversee data collection assistants to ensure accuracy and quality of data;
- Draft and finalize the MTE report ( and submit with, cleaned data sets in excel spreadsheet;
- Develop and deliver two PowerPoint (PPT) presentations for Senegal and Gambia CEP2 evaluation results and offer recommendations to CEP2 staff;
- Conduct quantitative and qualitative research including interviews and focus group discussions with appropriate stakeholders in Senegal and Gambia and perform data analysis;
- Analyze project reports for relevant data and information and synthesize findings to answer evaluation questions;
- Synthesize final findings and recommendations into a high quality document;
- Submit all deliverables required in expected timeline.
Key Deliverables/Outcomes
The Lead Consultant will provide the following deliverables:
- A Technical Note presenting details on the approach and methodology with data collection instruments attached. The Evaluation Design Technical noted will be submitted 04 days after the starting of the mission and after different interactions with the management staff and the key stakeholders for drafting the timeline and listing on main actors and partners to meet and interview;
- A first draft report submitted 20 days after approval of the Technical note and after field research activities conducted by the Consultants with the participation of CEP 2 staff.
- A final report submitted 03 days after transmission of comments on the first draft report. The final report will need to be accompanied by, data tables/diagrams, graphs, and maps for analysis and pictures as well as any other documentation as deemed appropriate instruments to collect the necessary data in field and tools for self-evaluation. The evaluation will come with data set with codebooks as part of the quantitative data collection used to assess project outcomes and impact with the baseline and final evaluation data ;
