RESPONSIBILITIES AND DUTIES:
International Resources Group (IRG), an Engility company and holder of the USAID Water and Development IDIQ, seeks an experienced Chief of Party to lead activities for an anticipated USAID/Tanzania funded Water project. The COP will direct the implementation of the project including manage all planning, implementation, monitoring, project staff, and client relations utilizing proven management approaches and international best practices. Based in Tanzania, the COP report to the Agriculture, Climate, and Natural Resources Business Area Director or his/her designate.
In order to achieve high quality and timely results for the anticipated project, the COP will lead a multi-disciplinary and diverse team of administrative and technical professionals. The COP is the point of contact for the client, USAID as well as the IRG Home Office as well as a variety of project stakeholders and in this role is chiefly responsible for pro-active, professional engagement with each to manage project activities to achieve demonstrable, positive results. In addition, the COP will have the following specific responsibilities:
- Provide overall technical and management leadership on the anticipated USAID Tanzania water project and ensure the achievement of project objectives and expected results. Plans, directs and oversees the management of project activities in accordance with IRG field operations policies and procedures and sound project management tools and techniques.
- With support from the home office, the COP ensures that the project is in compliance with donor policies and regulations. The COP is responsible for overseeing contractual agreements with project partners and operating budget. The COP ensures establishment of financial management systems for the program to adequately meet financial management needs and USAID regulations and policies.
- Provide technical leadership on at least one project component – IWRM or WASH. Indentifies needs for short-term technical assistance. Develops terms of reference, prepares consulting agreements for consultants, facilitates work, and provides oversight of short-term consultancies.
- Leads engagement with national, regional, and local stakeholders in program activities utilizing best practices for stakeholder engagement planning, management, and communications both internal and external. Maintains professional pro-active client relationship.
- Supported by the team’s Monitoring and Evaluation specialist, continually monitor project for results, quality assurance, and ensure that long term sustainability and adaptive management remain at the forefront of all project activities.
- With support of project technical and administrative staff, the COP determines the material needs of the project (office and program related procurements); develops/updates procurement plans with relevant staff for approval by the client and Home Office; and in collaboration with the project staff, arranges for procurement of equipment. Assures proper maintenance of the project equipment inventory. Ensures procurements are completed in accordance with USAID policies and regulations.
- Coordinate project activities with those of other USAID programs and donors.
MINIMUM TANGIBLE QUALIFICATIONS:
- Strong project management experience in developing country context with demonstrated ability to lead a large complex government funded project with range of multi-disciplinary staff, experience, and backgrounds. Five years field experience.
- Minimum 12 years of experience in water resources management or rural water, sanitation, and hygiene development in developing country context.
- Minimum Master’s degree required in relevant field such as engineering, hydrology, natural resource management, business administration, or significant comparable work experience.
- Strong background in sustainable water resources management, governance, regional planning, rural land-use planning and natural resource conservation and/or related sectors.
- Proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart institutions, personnel, and other donor programs.
- Significant experience in organizational strengthening of water management agencies and organizations, including technical training, technical assistance and proven approaches to management and operations improvements in challenging environments.
- Ability to communicate effectively (orally and in writing) with a wide range of stakeholders and comfortable giving technical presentations and leading technical meetings. Must have strong diplomatic skills.
- Experience in sub-Sahara Africa.
- Must be fluent in English with strong report writing ability.
PREFERRED QUALIFICATIONS:
- 8 years of field experience.
- Minimum 15 years of experience in water resources management or rural water, sanitation, and hygiene development in developing country context.
- Minimum Master’s degree required in relevant field such as engineering, hydrology, natural resource management, business administration, or significant comparable work experience.
- Strong background in sustainable water resources management, governance, regional planning, rural land-use planning and natural resource conservation and/or related sectors.
- Proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart institutions, personnel, and other donor programs including familiarity with International Finance Corporation, World Bank, USAID and other major donor stakeholder engagement planning and management principles and methodologies.
- Significant experience in organizational strengthening of water management agencies and organizations, including technical training, technical assistance and proven approaches to management and operations improvements in challenging environments.
- Ability to communicate effectively (orally and in writing) with a wide range of stakeholders and comfortable giving technical presentations and leading technical meetings. Must have strong diplomatic skills.
- Experience in East Africa and/or Tanzania.
- Must be fluent in English with strong report writing ability. Swahili language a plus but not required.
