We are looking for our delegation in South Sudan for a
Field Coordinator – South Sudan
Position Start Date:As soon as possible
Duration: 12 moths
Location: Boma, South Sudan
Supervisor: Country Representative
Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled
Contractual conditions:
Swiss salaried contract 3900 Chf (~3400€) < > 5100 Chf (~4400€)/ month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight. Details of conditions and advantages.
General description of the position:
In his/her capacity of Foundation representative, the Field Coordinator reports to the DDR Liaison Officer/ Grants Manager and provides multi-base, multi-donor and multi-partner supervision and follow-up for the projects in his/her sector.
Main responsibilities:
Strategy and Policy:
  • To participate in developing and changing institutional strategies and policies by including the thoughts of the staff in his/her area(s)
  • To contribute to drawing up the mission's intervention strategies and to manage its implementation as regards the project teams
  • To participate in drawing up and reviewing the strategic guidelines for the country in coordination with the Liaison Officer & Grants Manager and/or the Thematic Advisor of his/her sector: collect the data and analyses the opportunities and the risks
Research and development:
  • To participate in the development of new tools in his/her field of activity
  • In cooperation with his/her technical advisor at the headquarters, to drive and to contribute to research in the field and explore the partnership avenues/methods for its implementation
Personnel management / team management:
  • To define intervention methods with the project leaders and the DDR Liaison Officer/ Grants Manager
  • To lead, to advise, to support and to supervise his/her sector's project leaders in the implementation of projects
  • To recruit and/or assist with the recruitment of local staff and to coordinate the writing of the job vacancy descriptions
  • To evaluate the staff under his/her direct responsibility on a regular basis and to pass on the evaluations and recommendations to the DDR Liaison Officer/ Grants Manager
  • To plan and implement the training of the field teams
Skills development:
  • To offer strategic and technical support and to advice to the teams in his/her sector
  • To identify staff training needs and to organize local or internal training sessions in collaboration with the Head of Delegation and the headquarters
  • To plan and to coordinate external training support (consultancies, headquarters) for the teams in coordination with the headquarters
  • To explore at a national level the possibilities of collaborating with other organizations for Tdh team training or indeed of offering training support on behalf of Tdh to these organizations
Budget:
  • To participate in drawing up project budgets in compliance with current standards
  • To supervise the application of and to adherence to the terms of any financing contract, to check the block commitment of expenditure and the financial risk
  • To examine the monthly budget vs actual reports in order to monitor budget spending in good time and to guide future budgetary spending and allocations in his/her field of activity
Fundraising:
  • To represent Tdh before donors: to draw up a list of their addresses including potential funding instruments and to keep it up-to-date, to know their strategic guidelines and to organize tours of the projects in his/her sector
  • To assist in seeking funding and in negotiations with the sponsors present in the intervention zone in coordination with the Liaison Officer & Grants Manager
  • With the support of the Liaison Officer & Grants Manager to coordinate, to promote, to supervise and to negotiate the contracts and to monitor the institutional donors
Administration / logistics and recovery services:
  • To adhere to and to enforce the delegation's and Foundation's current administrative and logistical regulations and procedures
  • To make sure that the contracts comply with the national laws
  • To ensure equipment is working properly
  • To prepare all materials in advance to be used in fieldwork, which includes developing and pre-testing data collection forms, obtaining maps, and ordering all lab supplies, etc
  • To resolve administrative issues relating to travel, accommodation, behaviors of field teams, security issues etc. through appropriate channels
Advocacy - Representation – Networking:
  • To contribute to the technical and operational advocacy strategies of the mission and the headquarters
  • To represent Tdh before other international organizations: to participate in inter-NGO coordination meetings and UN agency meetings and in any other intergovernmental institution meetings being held in his/her Country
  • To coordinate and to support the project visitors in coordination with the headquarters and the bases
  • To coordinate national partnerships with the government, national NGOs, etc. and to support the PLs and the teams in the negotiation and development of partnerships at local or regional level
  • To coordinate, to develop and to reinforce partnership actions at a national level with the partners in the same activity sector: sectorial working group, clusters, etc
  • To develop signed agreements between Tdh and the government and its partners, and ensure they are implemented and monitored
Project Cycle Management:
  • To plan and to draw up project proposals in consultation with the thematic advisor
  • To set up monitoring and monthly evaluation tools for activities (monitoring sponsor and internal indicators) and to monitor the results on a monthly basis
  • In collaboration with the DDR liaison officer/Grants manager and the project managers, to coordinate the needs of the target populations in order to readjust the ongoing projects if necessary or to launch new projects and to ensure that resources are properly tailored to requirements
  • To ensure coordination and consistency between the different projects in the intervention zones
  • To coordinate activity or project assessments to specific times in the development or sponsors' requests
  • To conduct regular field visits for supervision and assessments of the project's progress
  • To initiate and to coordinate thematic capitalization of the project with the thematic advisors
Child protection policy:
· To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
· To commit to ensure the best implementation possible of the Tdh Risk Management Policies in South Sudan
· To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
Education: degree in management and management of humanitarian project
Language: fluent written and spoken English
Experiences and aptitudes:
· significant experience in a similar position (minimum 3 years)
· experience in project coordination; including CP / SGBV
· experience in team management
· experience administrative, logistics and financial management
· good knowledge of emergency humanitarian environment
· patient, capacity to work under pressure
· flexibility, proactivity, to be rigorous and organized in addition to have an open mind
