Context
Under the direct supervision of the Chief, HR Policy and Advisory Services and in coordination with the Human Resources Policy Officer, the successful candidate will be accountable and responsible for business analysis of HR policies and rules and the support of their configuration in the Organization's SAP-based enterprise resource planning (ERP) system - PRISM. S/he will also provide advice to offices in consistent implementation of Staff Regulations and Rules. S/he will also be responsible for monitoring and coordinating different administrative processes and for undertaking financial calculations.
Core Functions / Responsibilities
  • Analyse cases in support of decision-making processes such as requests for exceptions, grievances etc. Respond to complex HR queries from colleagues in the Administrative Centres in Manila (MAC) and Panama (PAC). Review reports generated by Manila Human Resources Operations (MHRO) and Field Personnel Support Unit (FPSU) to ensure alignment with HR policies.
  • Calculate entitlements and costs related to financial issues such as settlements.
  • Coordinate ad hoc administrative actions (e.g.: 'Emergency Leave'). Draft, coordinate and issue Notification of Changes for Staff in the Professional category and the General Service category in Switzerland.
  • Assist with liaising with the Swiss Mission in relation to the issuance of 'Cartes de Légitimations' and related documents. Provide support to staff with administrative procedures in relation to hiring of household employees. Issue work attestations for staff assigned at Headquarters.
  • Develop and update HR forms and administrative manuals for the use of IOM HR Administrators.
  • Carry out analysis of internal audit reports and provide inputs on required actions.
  • Coordinate Job Information Questionnaire (JIQ) processes of staff in the Professional category worldwide and of staff in the General Service category at HQs. Classify positions as requested.
  • Support configuration of SAP/PRISM Personnel Administration, Payroll, Organizational Management, Personal Development and Employee and Manager Self Service modules in line with IOM policies. Conduct business analysis of HR processes, developing and providing functional specifications to IT counterparts. Draft and update related SOPs. Act as a focal point for HR-PRISM related issues.
  • Perform such other duties as may be assigned.

  • Anticipates and prepares response to changing HR/IT in relation to the evolution of HR policies.
Required Qualifications and Experience
Education
  • University degree in Human Resources Management, Organizational Development, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with seven years of relevant experience.
Experience
  • Experience in the field of Human Resources administration or management;
  • Experience in implementing organizational change initiatives;
  • Knowledge of administrative and management policies and practices.
Languages
  • Fluency in English and French is required.
  • Working knowledge of Spanish is an advantage.
