Post Title : National Consultant to facilitate Participatory School Assessments and School Improvement Plans within the concept of Child Friendly Schools in five Darfur States

PURPOSE
One CFS expert (consultant) will be hired to conduct a series of capacity building activities including ToT at state levels for state (and locality) MOE officials, school-level actors, UNICEF staff and other suitable actors (i.e. relevant NGO/ CSO representatives) on CFS, School Assessment and School Improvement Planning. The school assessments and the development of school improvement plans for 200 schools will be implemented under the supervision of the CFS expert. The consultant will support the EU – Darfur Regional Coordinator and M&E Officer (to be recruited) in creating appropriate M&E tools to capture progress at school-level against school improvement plans and will cooperate with one other CFS consultant hired to develop CFS materials and to conduct capacity building at federal level and in Kassala, Blue Nile and Gedaref.
MAIN DUTIES AND RESPONSIBILITIES
Provide training on CFS, School Assessment and School Improvement Planning
Providing technical input to on-going compilation of relevant training materials and guidelines
Participate in training workshop on CFS, school assessments and school improvement planning and any other relevant remote support provided by UNICEF regional office to ensure the consistency and technicality of each concept
Provide at least 5 TOTs for at least 125 state and locality MOE staff who are involved in providing training on CFS, School Assessment and School Improvement Plan as well as UNICEF and NGOs staff where necessary. Training includes the introduction of the CFS standards application monitoring framework with the tools applying CFS standards and indicators
Through the training and life cycle of project, identify any capacity gaps and develop further training/on-the-job training plan in each target states. Conduct further trainings where appropriate, especially with regards to monitoring progress.
Ensure quality of cascading process of CFS/ School improvement planning trainings to be conducted by trained MOE staff (or NGO actors where applicable) through monitoring visits
Supervise the delivery of at least 5 awareness-raising workshops for school-level staff (headmasters, teachers, PTAs, student representatives) on CFS, School Assessment and School Improvement Planning to ensure the timely implementation of 200 school assessments. These will be conducted by selected trainers from the MOE TOT
Ensure the quality and timely implementation of PEP project activities in relation to CFS, school assessment and School Improvement Plans
Identify most appropriate delivery mechanism in each state and develop state-based implementation plans and timelines and supervise the timely implementation of 200 school self-assessment and the development of School Improvement Plans in the selected localities of the five target states
Ensure the hygiene (WASH) promotion activities, school-census, life-skills and extra-curricular activities, establishment of child clubs are linked with the CFS framework, school assessments and school improvement plans
Monitor and capture progress towards implementation plan (including school visits) and provide support in implementation to schools, MoE staff and other implementing actors (i.e. NGOs) where appropriate
Conduct at least 10 school-level support missions across five states
Work closely with other relevant UNICEF staff ensuring timely and efficient communication and information sharing across the target states and Khartoum level.
Develop monitoring framework to measure progress and results of 200 school self-assessments and school improvement plans and to compile state-based assessment reports for publication
In consultation with M&E officer develop suitable and context-specific monitoring framework with the tools applying CFS standards and indicators to capture progress and results of 200 school-self assessments and school improvement results
Cooperate with UNICEF Monitoring and Evaluation Officer on integration of these tools into wider PEP Monitoring System
Ensure the collection and entry of data and information (including visuals) of 200 participatory school assessments and their school improvement plans
Prepare and lead the compilation of five state-based assessment reports, which need to be reader-friendly and suitable to be shared with wide audience (government, donors, communities, schools). Other suitable visibility materials should be developed to promote the CFS school improvement planning and participatory self-assessment approach across Darfur states and Sudan as a whole (i.e. good practice case studies, model schools etc.). If required further assistance can be provided by relevant UNICEF sections to ensure quality end-result.
In cooperation with Regional Coordinator ensure monitoring tools include follow-up mechanisms to track response of government/ donors to outcomes of school assessments and school improvement plans
MINIMUM QUALIFICATIONS AND EXPERIENCE
Advanced university degree in education and/or social science or any other related fields with relevant experience
At least 5 years of relevant professional experience in CFS, School Self-Assessment and School Improvement Plan implementation as well as education project management experience
Demonstrated experiences to provide training on the CFS, School Self-Assessment and School improvement Plan
Demonstrated experience of project monitoring frameworks and/or monitoring and evaluation tools
Experience and knowledge of working within or with the Sudan Ministry of Education will be an asset
Good knowledge of Microsoft Excel and Word
Monitoring and Report writing skills
Fluent (speaking and writing) in both Arabic and English
