Programme Implementation Support Analyst, Addis Ababa, Ethiopia

Background
Under the guidance and direct supervision of the Team Leader, Partnerships and Management Support Unit, the Programme Implementation Support Analyst is responsible for the Programme Implementation support provided to the Implementing Partners of UNDP’s nationally implemented projects and programmes. The Programme Implementation Support Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme support activities within his/her portfolio.
The Programme Implementation Support Analyst supervises and coordinates as team programme implementation support staff and coordinates activities of the project staff. The Programme Implementation Support Analyst works in close collaboration with the operations team, programme staff in the CO and other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities
Summary of Key Functions:
  • Implementation of programme support strategies and activities and oversight over the team of Programme Implementation Support Officers.
  • Management of the CO implementation support programme and annual NIM audit exercises.
  • Creation of strategic partnerships for capacity development of national implementing partners.
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management.
Duties and Responsibilities:
1. Ensures implementation of  programme support strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDAF, CPD, and other documents;
  • Identification of areas for support and interventions within the area of programme implementation support;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
2. Ensures effective management of the CO NIM audit and implementation support focusing on quality control from formulation to implementation of the country programme achieving the  following results:
  • Ensures effective application of RBM tools within NIM projects and programmes, monitoring achievement of results;
  • Serves as CO focal person for HACT and Coordinates HACT related activities;
  • Coordination of the annual NIM audit exercise including liaison with implementing partners, CO and Headquarters staff, analysis of responses to audit findings, follow up progress of action plans and their implementation, updating audit results on the CARDS website, and consultation with the audit office on reporting requirements. Design and formulation of NIM implementation support programme, translating UNDP’s priorities into local capacities in line with the PIM manual. Coordination of programme implementation support activities with the implementing agencies/partners. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Financial and substantive monitoring and evaluation of programmes and projects, identification of substantive, operational and financial problems, development of solutions. Participation in audit of NIM projects;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
3. Ensures creation of strategic partnerships for implementation support focusing on achievement of the following results:
  • Development of partnerships with Implementing Partners, UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society for effective programme Implementation Support based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience
Education:
  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in the English and national language of the duty station.
