Provincial Coordinator

Background:
With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, and Katanga the IRC is one of the largest development actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally implemented programs. The IRC has been working in the DRC since 1996, and currently operates in five core programming areas - primary health care, community-driven reconstruction & local governance, the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. In the context of a DFID funded 5 years USD 25 million project entitled Improved Governance and Accountability in the Education Sector in the DRC, the IRC is currently seeking a dynamic and experienced Provincial Coordinator to be based in each of the four implementation provinces, Katanga, Kasaï Oriental, Kasaï Occidental and Equateur. Coordinators will be based respectively in Lubumbashi, Mbuji-Mayi, Kananga and Mbandaka.
Scope of Work:
The project is aiming to result in better quality of public service in education by supporting the Government of DRC's efforts to improve governance and accountability in the sector. This initiative is further part of a joint USAID / DFID education programme that is expected to contribute to improved educational outcomes for girls and boys in select education provinces of the DRC. The DFID project will specifically focus on the following results:
1 Increasing community and civil society oversight and accountability at national and provincial levels; 2 Strengthening effective resource allocation and execution in the education sector; 3 Strengthening systems and capacity at the national, provincial, and school levels:
The Provincial Coordinator will be placed under the supervision of the Deputy Chief of Party. She or he will be specifically responsible for both the technical and operational leadership and management of the project and for liaising with officials from the Ministry of Education and the religious education networks in the province. The IRC is requesting applications from candidates with solid experience managing governance and / or education projects and with specific knowledge of the education sector in the province.
Major Responsibilities:
  • Lead and coordinate the day-to-day technical and operational activities of the project in the province in line with the national strategy and the directives of the project leadership;
  • Ensure good relations with provincial education officials from both the public and confessional networks as well as their adequate consultation and participation in the design and planning of project activities;
  • Develop provincial work plans and adapt project strategies to the context of the province;
  • Provide technical support to the staff and work collaboratively with technical advisers and other provincial teams;
  • Plan and prepare budgets and ensure the efficient use of financial resources;
  • Identify gaps and propose solutions to the senior management team of the project.
  • Provide leadership and management oversight to the project team in the province including direct supervision of technical and operational staff;
  • Provide staff with regular feedback, support and capacity building and ensure annual performance evaluations are completed.
  • Ensure timely and accurate reporting (narrative and financial) on a quarterly basis;
  • Represent the province as part of the project's national coordination meetings.
Job Qualifications:
  • At least three years of professional experience managing and implementing governance and / or education projects and ideally in DRC;
  • Experience managing a team of 5 or more staff;
  • Strong knowledge of the education sector in the province;
  • A University degree demonstrating excellent academic achievement;
  • Strong organizational, interpersonal, and communication skills;
  • Good problem solving skills and creativity;
  • Fluent in French; strong English skills highly desirable;
  • Very good computer skills in MS Office (Word, Excel, Power Point, Access, Outlook).
